Launch of Monitoring Integration in Dublin – 27th March

The Integration Centre in collaboration with Dublin City Council has produced Dublin City’s first Integration Monitoring Report. The report focuses on immigrants’ access to employment, education, housing and political & civic life as well as citizenship and residency in Dublin. The launch will be followed by workshop sessions wherein aspects of integration will be explored.

During UEFA EURO 2012™ the City Stadium will host two Irish matches and the City of Poznan will welcome Irish fans and enjoy this great football celebration together with them. That is why, as early as this Saturday, Poznan will be integrating with the Irish in Dublin during the St. Patrick’s Day’s celebrations. This festival will undoubtedly give everyone the foretaste of what lies ahead in June 2012.

Saint Patrick’s Day will also be celebrated in Poznan. On Friday and Saturday evenings the City Stadium in Poznan, venue for two Ireland matches at UEFA EURO 2012™, will be dressed in the national colours of Ireland. In addition, 2,012 shamrock balloons will be released at the start of a run that will be taking place on Saturday.

On St. Patrick’s Day we would like to show that the City of Poznan is open to different cultures and customs, knows how to have fun and is ready to welcome Irish people to Poznan during UEFA EURO 2012™. Call for proper representation of Polish people in Ireland in the media

The Polish community in Ireland wishes to express its deep concern about the consequences of the Irish Independent article ‘Polish waitress packs in job for ‘good life’ on Irish welfare’ published on Wednesday, February 1st, 2012. This article was based on an article published in a Polish newspaper, Gazeta Wyborcza, but parts of the interview were inaccurately translated into English. The facts were presented in a selective manner, and, as a result, grossly misrepresented the Polish community in Ireland.

The Polish Ambassador and Polish groups including Forum Polonia and The Centre – Together-Razem have all issued letters of complaint to the editor of the Irish Independent.

We wish to take this opportunity to acknowledge the publication in the Feb. 2nd issue of the Irish Independent the Polish Ambassador’s letter as well as the correct translation of parts of the original Gazeta Wyborcza article. We also wish to acknowledge the apology of one of the journalists who wrote the piece, Norma Costello, on her blog.

This Saturday, Feb 4th, the Irish Polish Society will host a discussion on immigration in the Polish House, 20 Fitzwilliam Place, Dublin 2. All are welcome to attend.

Michael Farrell the Irish member to the Council of Europe’s European Commission against Racism and Intolerance (ECRI)

The Minister for Justice, Equality and Defence, Alan Shatter T.D., today
congratulated Mr. Michael Farrell on taking up his position as the Irish
member to the Council of Europe’s European Commission against Racism and
Intolerance (ECRI). Mr. Farrell was nominated by the Minister for the
position and he replaces Dr. Mazhar Bari, whose term expired in November
2011. The term of office of a member of ECRI is five years.

Mr. Farrell is a Senior Solicitor with the Free Legal Advice Centres and
was a member of the Irish Human Rights Commission (IHRC) from 2001-2011.
During that period, he acted as Chair of the Racism, Migration and
Trafficking Committee of the IHRC and Chair of the Racism Sub-committee of
the Joint Committee of the IHRC and the Northern Ireland Human Rights
Commission. Mr. Farrell was also a member of the Steering Group on the
development of the National Action Plan against Racism and subsequently a
member of the Strategic Monitoring Committee which oversaw the
implementation of the Plan. He was Vice-Chair and then Co-Chair of the
Irish Council for Civil Liberties in the 1990s.

Congratulating Mr. Farrell, Minister Shatter said “Mr. Farrell is highly
qualified to take up the position of Ireland’s member to the European
Commission against Racism and Intolerance given his wide range of expertise
and experience in this area at both national and international levels. I
have no doubt that he will make a significant contribution to the work of
this important body.”

The position of Ireland’s member of ECRI was publicly advertised by the
Department of Justice and Equality in August this year and expressions of
interest were sought from suitably qualified and experienced persons.
Following objective evaluation of the applications by appropriate
officials, the Minister decided to forward Mr. Farrell’s nomination to the
Secretary General of the Council of Europe and it was approved by the
Committee of Ministers’ Deputies today.

Commenting on the process of Mr. Farrell’s selection, Minister Shatter said
“This was the first time that the vacancy of Ireland’s member of ECRI was
publicly advertised and qualified persons were given the opportunity to
apply for the position. I am delighted to note that the openness of the
nomination process has been commented on favourably by the Council of
Europe.”

The European Commission against Racism and Intolerance is a Council of Europe body entrusted with the task of combating racism, xenophobia, antisemitism and intolerance in greater Europe and from the perspective of the protection of human rights.

ECRI’s objectives are: to review member states’ legislation, policies and other measures to combat racism, xenophobia, antisemitism and intolerance and their effectiveness; to propose further action at local, national and European level; to formulate general policy recommendations to member states and to study international legal instruments applicable in the matter with a view to their reinforcement where appropriate.

Members of ECRI attend 3 plenary meetings in Strasbourg each year, each of 3-4 days duration and participate in country visits. The meetings, country visits and preparatory work consists of approximately 25 days work per year.

Kasia Walkowska nominated to Ireland Involved Awards 2011

Ireland Involved Awards 2011 are showcasing the work of volunteers across the country and celebrating Ireland’s volunteers.

Kasia was nominated by fellow volunteer Marcin Szczerbinski:

I would like to nominate Kasia Walkowska, a deputy chairman of Together-Razem Support and Integration Centre, who has committed her energy, experience and ingenuity to the service of people with alcohol and drugs problems.

The Together-Razem Centre was originally set up to provide support to Cork’s Polish residents experiencing difficulties in their vocational, personal or family lives. We now aim to address the needs of the Eastern European communities in Cork city.

Kasia settled in Ireland in 2005. She first came across our charity as a client, and in 2007 she joined it as a volunteer. She has been active on many fronts, but she made a particular contribution in the area of addiction recovery.

Polish teachers working at Polish schools in Ireland have first conference

The first annual conference for Polish teachers working at Polish schools in Ireland will take place at the Humanities Institute of Ireland, University College Dublin on Saturday, November 19th, 2011.

At a time when the Department of Education and Skills in Ireland is striving to improve and increase literacy levels in Irish schools, migrant-led schools play a very important support role in this work.

There are 12 Polish schools in Ireland which operate under the remit of the Polish Department of Education and which cater for over 4,000 Polish children living in Ireland. The work of these migrant-led schools is undeniably essential in the area of first language maintenance, which is important for educational, cognitive, as well as social and economic reasons.

With an estimated Polish population in Ireland of 200,000 (Census 2006 recorded 5,900 children aged 0-19) and no significant impact of the recession on return figures (by the end of 2008, the only decreases recorded by Poland’s CSO in the number of Poles registered abroad were in Britain (decrease of 40,000) and Ireland (decrease of 20,000)), this conference is both timely and welcome.
Over 50 delegates, including teachers and parents from all the Polish schools in Ireland, are expected to attend. The programme includes a number of informative and practical workshops, as well as a forum for discussion on work at Polish schools in Ireland and elsewhere.
Keynote speakers include experts from the Ministry of Education in Poland and ORPEG (the agency responsible for training Polish teachers who work abroad). Also attending will be the Chairperson of the Network of Polish Schools in Britain (Polska Macierz Szkolna), Ms. Aleksandra Podhorodecka, who will kickstart a discussion on the creation of a similar network in Ireland. Representatives from the Education for Democracy Foundation and the MyMind Psychological Centre will also deliver presentations.
The conference has been made possible through the support of Wspólnota Polska, the Polish Embassy in Ireland, the Irish Polish Society, and Forum Polonia.

Additional information:

·         The Polish schools in Ireland operate at the weekend. On Saturdays and Sundays, pupils follow the Polish school curriculum in Polish (language), history, geography and maths. Five of the twelve Polish schools are (Polish) State-funded, while the remaining seven are privately funded. The five State-funded schools cater for approximately 3,000 pupils; the seven privately-funded schools cater for over 1,000 pupils.

·         At present, approximately 10% of primary school pupils and 12% of post-primary school students were born outside of Ireland. In schools, there are pupils from over 160 countries and over 200 languages are spoken. For approximately 70-75%, English is not their first language (Source: Department of Education and Skills 2010, Better Literacy and Numeracy for Young People. A Draft National Plan to Improve Literacy and Numeracy in Schools, p. 35).

·         There exists a substantial body of international research evidence in support of maintaining and developing first language proficiency among minority language children. These data particularly point to the positive benefits of first language proficiency on the development of the second language (i.e., in this case, English and/or Irish). The well-known academic Professor Jim Cummins has articulated this as the ‘developmental interdependence’ hypothesis (1979).

·         Migrant-led schools are a vital link in the development and maintenance of the first language. Only on rare occasions do Irish mainstream schools provide classes in the first language for their pupils. This is mainly a school-based initiative. The school is not obliged to provide first language classes for pupils whose first language is not English.

·         The maintenance of the first language is also important for the maintenance and development of intergenerational relationships, friendships at home, as well as for community solidarity, social capital and cohesion purposes. In cases where families decide to remain in Ireland more permanently, it is equally as important to maintain the first language because of the educational and familial benefits to the individual as well as to society as a whole.

Discover Poland this Saturday 12th of Nov. in the Illac Library in Dublin

The Children’s Department in the Central Library, the Polish Embassy in Ireland and Forum Polonia would like to invite children to celebrate cultural diversity and the Polish Presidency of the Council of the European Union.
During an hour workshop children will get an opportunity to learn through fun, interactive games and activities about culture, history and the daily lives of the forty million Poles who live in Poland and the thousands that now live in Ireland.
We also hope that this intercultural education project will help to broaden understanding of cultural similarities and differences, and enable children to articulate their own cultures and histories.
This event is also supported by the Bilingual Forum Ireland.

Minister Shatter signs new nationality and citizenship Regulations


The Minister for Justice, Equality and Defence, Mr. Alan Shatter TD, on the 9th November, 2011 signed Statutory Instrument, 569/11, which introduces an application fee of €175 for all applications for a certificate of naturalisation, as well as changes to forms, in particular to facilitate applicants who are the civil partners of Irish citizens. The commencement date for these changes is today Thursday, 10th November, 2011.

The new forms and updated guidance notes are available on the Irish Naturalisation and Immigration Service website at www.inis.gov.ie.

The application fee will assist in covering some of the costs associated with the processing of applications for naturalisation.

The Citizenship Division is broadly on target to meet the stated objective of eliminating, by Spring of next year, the backlog of applications awaiting a decision for more than 6 months, save in exceptional circumstances.

Critical research to shape government policy: play your part

Charitable community and voluntary organisations are facing difficult times at the moment,
so it’s more important than ever that Government policy towards the sector is informed by
the facts about the important work that your organisation, and thousands of others, are
doing.

At the Wheel, we recognise the important role and valuable contribution that the sector
makes to Irish society. A key part of our role is to help to get this message across to those
with influence – the policy makers – who can have a huge impact on the sector in terms of
decisions they take on funding, regulation, access to resources, etc.

But, we can’t convey this message without your help.

So, we are inviting you to take part in a survey which will capture information on the scale
and significance of the work being done in the community and voluntary sector, and the
funding and other supports that the sector requires if it is to continue to support vulnerable
people and communities in the difficult years ahead. The research is being carried out on
The Wheel’s behalf by RSM McClure Watters.

Changes to Medical Card System

From 1st July 2011, a pilot project was launched by the HSE client registration Unit, introducing an online application form for MC. All applications will be directed in future to a single office in Finglas.

Traditional way of applying on hard copy application forms are still operational, this new system will gradually be improved as MC applications are centralised into a single office for the whole country;

The new system is due to cut back waiting time, but it is still a pilot and has its shortcomings. It gives the applicant the advantage to have an instant decision based on the information provided but supporting documents will be required to confirmed
the information provided.

There is an emergency provision for undocumented persons with a medical condition, without PPS no or no residential address. This category of applicants will need to have their applications supported with a letter from a GP, Social worker, consultant or
medical authority

Researcher request

An American visiting student at Trinity College is working on a research project focusing on Polish immigrants to the Republic of Ireland (spanning everything from the relationship between economic and immigration trends to the culture of the immigrant experience). She is the child of a Polish immigrant to the United States and wishes to talk about the culture of the Polish community, specifically in Dublin, and various reactions from Irish nationals. What it means to be a Pole living in Ireland.

Minister Shatter signs new law requiring airlines to provide
Advance Passenger Information

‘New measure to improve border control and combat illegal immigration’

The Minister for Justice, Equality and Defence, Mr. Alan Shatter, T.D., has
signed Regulations transposing into Irish law an EU Directive requiring air
carriers to provide advance passenger data to Irish Immigration authorities
for the purposes of improving border control and combating illegal
immigration.

The Regulations will apply to all inbound flights to Ireland from outside
the EU and to all passengers on those flights. Implementation of the
Regulations will require airlines to:
· Provide data on passengers in advance of flights arriving in Ireland.
The information to be provided is contained on the machine readable
zone of passports.
· Transmit the data captured to the Irish Immigration authorities after
the completion of a flight’s check-in.

Providing the Immigration authorities with passenger information in advance
of a flight arriving in Ireland will facilitate checks against watchlists
to identify persons of interest before passengers arrive at border control.
This will be to the benefit of both the State and genuine passengers by:
· Assisting in the prevention of crime and immigration abuses;
· Facilitating the smooth passage of legitimate travellers; and
· Allowing for improved and more effective management of the State’s
borders.

Signing the Regulations, Minster Shatter noted that, “The collection and
analysis of passenger information provided for by these Regulations
signifies a significant development in the protection of our borders.
Illegal immigration is a flagrant abuse of our immigration system which
cannot be tolerated. This measure will greatly assist in identifying and
combating immigration abuses, as well as giving advance warning to border
control of other persons of interest who may have committed criminal,
revenue, social welfare or other such offences.”

The Minister further stated that, “The new law provides a key building
block for developing an integrated border system that uses technology to
identify and detect abuses at the border but also, and perhaps more
importantly, will allow the use of innovative technology to facilitate the
bona fide traveller and provide for a more strategic use of civilian and
Garda resources at airports”.

Implementation of the Regulations – next steps:
· The Department of Justice and Equality will be working closely with
other Departments and the relevant airlines to effectively implement
the Directive.
· In the initial stages a prototype system will be developed to test
and refine the system concept before building a system to receive and
process passenger data from airlines.
· The prototype will be introduced on a pilot phase before the end of
2011.

The European Communities (Communication of Passenger Data) Regulations 2011
transposed Council Directive 2004/82/EC of 29 April, 2004 on the obligation
of carriers to communicate passenger data into Irish law. The Directive was
adopted following a request by the European Council of 25 and 26 March
2004, which met following the terrorist attacks in Madrid.

Similar arrangements have existed for some time in other EU Member States.
For example, in the United Kingdom the e-borders system is perhaps the most
developed of any of the Member States. A recent statement from the UK
Borders Agency (UKBA) revealed that alerts from the system led to 2,800
arrests in 2010- 2011 after the details of 126 million passengers were
checked against watchlists of suspects wanted by UKBA, Police, the Serious
Organised Crime Agency and HM Revenue & Customs.

The purpose of the Directive is to improve border controls and to fight
irregular migration. It provides that upon the request of the authorities
carrying out border checks, air carriers must communicate the following
data in respect of a passenger:
· the number and type of the travel document used by him or her, as
provided to the carrier concerned,
· his or her nationality, as provided to the carrier concerned,
· his or her full names, as provided to the carrier concerned,
· his or her date of birth, as provided to the carrier concerned,
· the port at which the person is to arrive in the State,
· the code of transport used,
· the scheduled departure and arrival times of the aircraft concerned,
· the total number of passengers carried on that aircraft, and
· the initial point of embarkation.

The personal data are typically taken from the machine readable zone of the
passenger’s passport and forwarded to the authorities after the completion
of check in.

Border control authorities must delete the data within 24 hours of the
arrival of the flight unless the data is needed later for the purposes of
exercising the statutory functions of the authorities responsible for
carrying out checks on persons at external borders.

Member States may impose fines and other sanctions on carriers that fail to
comply with the obligation to transmit passenger data.

The Directive does not allow the exchange of passenger data between Member
States. However, law enforcement authorities other than border authorities
can request access to this information for law enforcement purposes.

The Regulations transposing the Directive include provisions setting out
that the Minister may require air carriers to collect data on passengers
for the purposes of establishing whether a passenger is a person of concern
which is defined in Regulation 1(a) as
“person of concern” means a person who—
(a) has committed, or is suspected of having committed—
(i) an offence under Immigration Acts ,
(ii) an offence in respect of which a European arrest warrant could
be issued in the State or a Member State under the European Arrest
Warrant Act 2003,
(iii) an offence under the Employment Permits Acts 2003 and 2006 or
any other enactment relating to employment or economic activity in
the State,
(iv) a revenue offence, or
(v) an offence under the Social Welfare Acts,
(b) has engaged in or facilitated, or is suspected of having engaged
in or facilitated, illegal immigration, smuggling of persons or
trafficking,

(c) is a victim, or is suspected of being a victim, of any of the
activities referred to in paragraph (a) or (b)
or
(d) on the basis of information available to him or her, the Minister
is satisfied should be treated as a person of concern for any purpose
mentioned in Regulation 3(1)(a).

The Regulations provide for deletion of the passenger data within 24
hours or in the case of “a person of concern” up to 3 years or until he
or she is no longer considered “a person of concern” whichever is the
earlier. Persons who fail to comply with the requirements of the
Regulations face a Class A fine or imprisonment for up to 12 months on
summary conviction (or both) or for conviction on indictment to a fine
of €500,000 or up to 3 years imprisonment (or both).

Opening Power to Diversity. Application process opened for ground breaking migrant integration scheme

Application process opened for ground breaking migrant integration scheme

This September Crosscare Migrant Project (CMP) will launch a ground breaking migrant integration scheme aimed at increasing migrant participation and interest in politics in Ireland at the highest level. The Opening Power to Diversity scheme will match volunteer migrants with a number of TDs and Senators. Over a six month period beginning in September migrants will get a unique and valuable experience and insight into how politics works in Ireland by shadowing the TD or Senator in his/her daily work. The application process for the migrant participants has now opened.

Role Description: The migrant participant will follow the work of the TD or Senator during the day and participate in the activities of the politician’s office. Migrants will use their skills while getting involved in the politicians activities, they will attend Committee meetings, Dáil sessions and where possible other meetings the politician holds as part of his/her role in the Oireachtas. Where possible, migrants will also get involved at constituency level. Migrants will also be expected to keep a weekly written or video diary of their experiences and input into CMP’s policy team at the end of the scheme. Orientation and on-going support will be provided by CMP.

Time commitment: Two days a week over a six month period, excluding time spent on the diary. The six month period will comprise of the Dáil periods before and after Christmas 2011.

Applicant requirements: The initiative is focused on non-EEA nationals or non-EEA nationals who have recently become Irish citizens[1]. For logistical and management reasons the scheme is initially only working with politicians based in Dublin and surrounding Dáil constituencies. It is preferable that applicants also live in this area[2].

Essential: Applicants will need to be good communicators as there is an expectation that they will talk and/or write about their experience as a participant in the programme. It is also essential that applicants have an interest in politics at some level.

Desirable: Skills and/or experience in the following areas would be desirable:

Research, community work, office administration, Information Technology, any relevant educational or work experience related to politics. Particular subject expertise or interests may also be relevant.

Immigrant Integration – Central to Ireland’s Future

Last week’s census figures show that Ireland’s population is growing, that immigrants are not all leaving as was assumed and that Ireland is still experiencing net inward migration albeit at a slower rate than at the height of the boom.

Killian Forde, CEO of The Integration Centre, said “These facts have a number of implications for Irish society and state. Contrary to the popular rhetoric of late that Ireland does not need to plan for integration as most immigrants were leaving, Ireland must accept that it is the host to a changing demographic; one that handled correctly could have limitless potential.”

Maajid Nawaz, former militant and executive director of the Quilliam Foundation, a counter-extremism think-tank based in London, came out yesterday (4/06/11) saying that Ireland needed to learn from Britain’s mistakes so to avert a violent sub-culture from forming.
Mr Forde said “I believe Ireland is well positioned to be the leading example of how to do integration in the world”.

“This new government needs to capitalise on the opportunities new communities offer to Ireland. There have been a number of positive pointers so far that this government understands the importance of immigrants to Ireland’s future – the proposed reforms to citizenship procedures announced by Minister Shatter and the new immigrant scheme for entrepreneurship announced by Minister Kathleen Lynch.”
“Ireland has become, and will continue to grow further into a multi-cultural nation. We can either work together to create a nation we can all be proud of or allow social injustice and segregation to prosper.”

Community Health Worker

Cairde is currently seeking to recruit a Community Health Worker (Community Employment Scheme).

The key task of the Community Health Worker is to support the work of the Health Information and Advocacy Centre in Cairde through community development.
Applicants must have fluency in written and spoken English, and fluency in one of the other languages, preferably Polish or Russian languages.
This position is based on Community Employment Scheme: part-time, 19.5 hours per week, and anyone who wishes to apply should meet the community employment criteria outlined by FÁS.

It’s PLAY Time: Play Poland – Irish/ Polish Film Project

What do you get after mixing shining stars of the independent cinema, the Irish Film Bord, Huston School of Film & Digital Media, BFCE Irish School of Animation and the Film School in Lodz? A dynamo playground for filmmakers. Play Poland – Irish/Polish Film Project is a unique festival celebrating independent Irish and Polish film art. Dedicated to filmmakers, animators, students and cinema lovers, this unusual platform will take over the Dublin scene on 1st & 2nd July 2011. It is a part of the biggest mobile Polish film event being organised in 7 different cities across Ireland and the UK between July and October 2011.

The festival offers a creative mix of films, exhibitions and gigs. Located in Filmbase and The Mercantile, Play Poland brings you talks, meetings, vintage poster shows as well as screenings of professional and students’ works. Panel discussions involve renowned figures of the film world: filmmaker Alice Lyons (The Polish Language), animator Dan Spencer (Pegbar), animator Stanislaw Buczkowski, arts director Dave Byrne (Underground Cinema), filmmaker Norah Mc Gettigan and actress Natalia Kostrzewa. Each day is crowned with performances by contemporary musicians including 3epkano’s Matthew Nolan, Cameron Doyle with guests performing to Shane McKenna’s animations, followed by the experimental DJ duo Aoife Nic Canna and Jerzy Bugno. PLAY Poland –IPFP will be also a guest at the Great Music Event at The Mercantile with great DJs.

Ben Hennessy, Pegbar co-founder, praised the idea of the festival: I believe there is a gap in terms of networking between Irish and non-Irish filmmakers, especially when you are a young creator. As Pegbar aims at linking film/animation students and professionals, we believe the idea of the festival goes well with our group’s mission.

PLAY Poland is under the patronage of Steve Woods, a filmmaker and lecturer at the IADT National Film School in Dun Laoghaire, Aidan Hickey, a board member of Cartoon European Association of Animation Film, and Huston School of Film in Galway.

The event has been organised in association with Pegbar, Underground Cinema, Open Air Cinema, BFCE Irish School of Animation and Crewger. Polish Nobel laureate Czes?aw Mi?osz was one of the most significant poets of the 20th century. In this centenary celebration of his life and work, four Irish poets choose, read and discuss a Mi?osz poem that holds particular resonance for them. First, setting the scene with a keynote speech is fellow Polish poet, Nobel nominee and Mi?osz scholar Adam Zagajewski, described by Pulitzer prize-winner Mary Oliver as ‘the most pertinent, impressive, meaningful poet of our time.’

The life and writings of Czes?aw Mi?osz were shaped by some of the defining moments of the 20th century. He witnessed the October Revolution and First World War as a child. Later, in Nazi-occupied Warsaw, he became a central figure in the literary underground. After the Warsaw Uprising he sought asylum abroad, first in France and then in California. He won the Nobel Prize for Literature in 1981. The Mi?osz canon straddles various genres, yet it is his poetry that is his lasting legacy — informed as much by the literary and metaphysical as by exile and political conscience.

EPIC training schedule for 2011

EPIC (Employment for People from Immigrant Communities) is a FREE1 programme open to all adults
from EU states entitled to work in Ireland and those from non-EU states with stamp 4.

EPIC’s multicultural team assists this target group to find employment and/or further training and
education in Ireland.

What EPIC provides for clients:
• Pre Employment Training (3 weeks) – for specific use in job interviews and in the workplace environment, including interview skills, telephone skills, CV and cover letter writing techniques.
• Living and Working in Ireland Training (3 weeks) – includes a full week of intensive interview preparation, IT skills training, and a variety of information sessions covering such topics as employment rights, social welfare to work and access to education and healthcare.
• Career guidance & assistance applying for jobs and training. Each client works individually with a Training and Employment Officer (TEO) to help them find the work or training they need. This includes help with CV preparation, psychometric testing & coaching for interviews.
• Social Support – advice on Social Welfare, housing, family and other issues.
• Mentoring service available.
• Advice for entrepreneurs.
• Free access to computers for online job searching.
• Certificate of Participation upon completion of the Training.

Applicants need an intermediate or higher level of English in order to take part in the course.

During last year a total of 255 persons engaged in the Programme. 205 clients completed our six weeks Pre-employment and English for Work training and another 50 accessed our personalised services. We placed 187 in employment, education or volunteering positions and also provided individual psychosocial support to 91 clients. Our training and personalised services provided the participants with the necessary knowledge and skills to succeed in the work and education environment in Ireland and also increased their understanding of the Irish system and their social integration. Our placement rate for 2010 was 73%. We are delighted by these results and have been improving the quality of our services to continue supporting our target group during this year.

Intercultural Summer Camp organised by Show Racism the Red Card

This camp is a great experience and opportunity for learning for up to 45 young people aged 11-15years old. As a model of good practice in promoting intercultural learning, it has been chosen by the European Parliament office in Dublin as the Irish nominee for the European Union Charlemagne Youth Prize.

The purpose of the camp is to promote integration among young people through intercultural learning and fun activity to take place in the beautiful setting of West Donegal Adventure Centre, Áras Ghleann Cholm Cille, Co Donegal.

The goals of the camp are to-

* Expose young people from diverse backgrounds to each other in a safe environment
* To acknowledge diversity whether it is cultural, linguistic, religious or other and to explore differences in a positive way
* To break down social barriers, which may prevent positive interaction
* To empower young people by enhancing their communication skills and allowing them to engage in community building exercises

NEW MARKET RESEARCH EXECUTIVE

A Drogheda based manufacturing company is urgently seeking to fill the above position. This project is integral to the strategic development of the company and will be overseen by the Managing Director.

The subject of the research is the CEE market with a particular focus on Poland, extending to interest in neighbouring markets of Slovakia, Czech Republic and Germany.
The aim of the project is to determine the most appropriate format and location for the expansion of the business to CEE.

It is expected that the successful candidate will have a 3rd level qualification in a business or engineering related subject and/or be able to demonstrate previous success in managing a similar research based project through to implementation.

The successful candidate should be able to demonstrate an ability to work independently and as part of a small team – equally capable of setting tight time lines and delivering high quality work within them.

Fluency (both written and spoken) in English and Polish languages essential, a further language such as German, Slovakian or Czech would be beneficial. The CV should demonstrate current pc related skills that would support this project work and presentation of findings.

With a primary base at the company facilities in Drogheda the individual must be available to travel freely throughout the duration of the project with the possibility of 2 weeks or more at a time being spent directly in the target market working independently and at times in conjunction with the Managing Director.

The initial duration of the contract is guaranteed as 6 months subject to performance. All business related travel and subsistence costs will be met by the company for the duration of the project with the possibility of a permanent position being offered to any person demonstrating the commitment, energy and drive required to sustain success.

Crime Prevention Advice in Polish

An Garda Síochána, with the financial assistance of the Office of the Minister for Integration, has published a number of crime prevention and community safety information sheets for migrants. These sheets provide information on road safety, personal security at home and within the community, advice on securing possession, information about substance abuse as well as useful contacts. Study on Sexual Health, Fertility, and Motherhood for Migrant and Minority Ethnic Women

As a part of Ethnic Minority Health Forum Cairde will run a Consultation Seminar: Study on Sexual Health, Fertility, and Motherhood for Migrant and Minority Ethnic Women living in Ireland. It will involve a presentation by Catherine Conlon and Joan O’Connor, independent researchers, on the aims and objectives of this study commissioned by the Crisis Pregnancy Programme (CPP) of the Health Services Executive (HSE).

The study aims to explore the views of migrant and minority ethnic women on issues relating to sexuality, fertility, and motherhood. The research will focus on the knowledge and meanings young migrant women bring to their sexual relationships, sexual health, and reproductive decisions including contraceptive use, pregnancy and motherhood. It will identify gaps and needs in sexual health service provision specific to migrant and minority ethnic women.

It is intended that outcomes from this research will contribute to building multi-cultural competency among service planners, policy makers and practitioners working in the sexual and reproductive health area.

We are interested to hear the views and perspectives of people working in Migrant Rights Organisations, and other individuals who are interested in this topic, on what you consider to be the key issues the study should address. Sexual health services are vital for women’s well-being. Through this research these services in Ireland can be improved to better meet the specific needs of migrant and minority ethnic women. Your attendance at the seminar will allow you the opportunity to inform the development of sexual health policy and services at a national level.

Annual Report of MyMind 2010

MyMind introduced the fifth Annual Report of MyMind, for the year ended December 31st 2010.

This report sets out the work programme of MyMind during 2010 and how we are progressing to meet our strategic objectives as set out in the current Strategic Plan for the period 2010-2013.

Krystian Fikert, as Chief Executive Officer says:

“I would like to recognise the work of the staff and volunteers of MyMind. As an organisation we have a wonderful blend of experienced and talented professionals who are fully committed to the objectives of MyMind and work hard each day towards their achievement.

This report includes extensive information and data on all aspects of our activity, including data on the number of adults and adolescents referred to our face to face and online services. The information contained in the report should be of interest to those who use the services, are involved in delivering services, reviewing services and planning the future development of mental health services in Ireland.

MyMind continues to support the development of research within the mental health services and the development of linkages between services and centres of learning. The key focus and aim of our research is to bring best practice and excellence in terms of early intervention and accessibility to mental health services in Ireland.

MyMind continues to develop Policies and Procedures for community based suicide prevention services for children and adolescents. In the current climate the development and provision of community based mental health services with a recovery based approach must be given the utmost priority.

MyMind continues to work with many stakeholders including service users and other agencies both statutory and non-statutory. We derive much support and direction for our work from these colleagues. I would like to thank them for their support in 2010.

I would like particularly to thank our colleagues in the Social Entrepreneurs Ireland and The One Foundation for their expertise and continuous support.

I would like to also mention those members of the media who continue to raise mental health issues, without this focus and support the drive to reduce stigma and bring about real change in mental health services would not advance.

As the Chief Executive Officer I would like to acknowledge the enormous contribution made to the MyMind by the members of its Advisory Group in 2010 in terms of strategy planning and rebranding.

Finally I would like to thank the Board of Directors for their work and commitment to MyMind and their support to me and my staff since my appointment.”

SHORT WAVES – Polish Short Film Festival – comes to Dublin!

This year the 3rd edition of SHORT WAVES – festival of Polish short films – comes to Dublin! Short Waves also will travel across 44 cinemas and venues in Poland and around Europe. The programme consists of 11 hottest Polish shorts: narratives, documentaries, animations, video arts and music videos.

The admission to the festival screenings is free. All films have English subtitles.

Dates and venues for Dublin screenings:

* Thursday, March 31, 7pm in Filmbase (Curved Street Building, Temple Bar, D2)

* Saturday, April 16, 7pm in Polish Social and Cultural Association (20 Fitzwilliam Place, D2)

The main objective of the Festival, organised by Ad Arte Foundation, is to present and promote Polish short film in Poland and abroad. The audience will have a chance to vote for the best film, whose author will win a main prize of SHORT WAVES 2011.

Garda Racial Intercultural and Diversity Office

The Garda Racial Intercultural and Diversity Office will be holding its annual consultation process this year on Thursday March 24th 2011 in Farmleigh House and Estate, Phoenix Park. 9.30-2pm.

This year’s event will be opened by the Garda Commissioner, Martin Callinan. Forum Polonia memebrs have been identified as being of great value and support within the modern diversity spectrum in Ireland. You will get an opportunity to meet with both An Garda Siochana and other important stakeholders, Senior Garda managers representing each Garda region will also be in attendance.

The objective of this process is to provide a platform, for Garda management and our stakeholders across the diversity spectrum, to meet, consult and engage with each other. The meeting will conclude with group ‘workshops’ for all in attendance. The themes of these sessions will be determined by issues of interest and concerns, raised during the year.

Minorities’ health in Dublin & Detroit – Health Forum, March 8th

On the occasion of the International Women’s Day Cairde’s Ethnic Minority Health Forum will host a guest speaker from Detroit, USA, dr Carla Groh.

Over the past 50 years the Detroit metropolitan area has followed a pattern of change in which the city and its suburbs have become increasingly stratified by race and income. At the moment Detroit’s population is predominantly African American (81.5%) and the city has the most segregated neighbourhoods in the United States and has the second highest rate of poverty in the nation.

Dr. Groh works as a psychiatric nurse practitioner at the Mercy Primary Care Center for the uninsured & McAuley Health Center in Detroit. Primary care centre is located on the east side of Detroit, the area has the highest poverty level in the city of Detroit, and most surrounding census tracts qualify as medically underserved areas (MUAs). The vast majority of patients who come to the primary care centre are African American (94%) and women (67%) with incomes at or below the federal poverty level (80%).

Dr.Groh does individual therapy with women and men who are experiencing symptoms of depression, anxiety, and who are confronted by various socioeconomic issues. She has implemented several lifestyle change interventions focusing on mental health and obesity.

Dr. Groh has been also at the University of Detroit Mercy since 1996 teaching within all the programs in the College of Health Professions. Her primary teaching interests include research methods, health policy and women’s studies. Dr. Groh’s research interests include women’s mental health, especially the impact of class, race, and gender on mental health. She has conducted research on the adult mother-daughter relationship; adolescent female offenders; the role of hardiness as a mediator of stress in older women; and most recently, the experiences of couples undergoing infertility treatment.

Dictation Competitions – in Polish & in English

The Irish Polish Society invites you to take part in:

* Dictation Competition in Polish on Sun, 20th Feb at 3pm – open to native Polish speakers as well to foreigners learning/speaking Polish
* Dictation Competition in English on Sun, 20th Feb at 2pm – open to English speakers as well as to foreigners learning/speaking English

Both dictations will take place in the Polish House (20 Fitzwilliam Place, Dublin 2).

Different levels of difficulty will be set up for each category (i.e. for native speakers and for non-native speakers) in both competitions.

Do you know what that is about? That’s easy! Contestants listen to a text read by a linguist and try to write it down with as few mistakes as possible. Our competition is open to all (except for specialists and experts in Polish or in English).

Work experience programme for migrant women

Akidwa, network of migrant women living in Ireland, is introducing a new work experience programme for migrant women in greater Dublin area.We would like to ask you to forward the information below on our programme Door to Work to your friends, clients, contacts and organizations this might be of interest to. Please note there are two information meetings about this programme. The nearest meeting takes place tomorrow and the following meeting is on next Wednesday in Teachers Club in Parnell Square West.

Door to Work is targeted at migrant women experiencing difficulties in accessing the labour market. The programme is designed for skilled migrant women who are unable to secure work in the area of their qualification. Door to Work enables migrant women to ‘get a foot in the door’; it offers them an opportunity to gain invaluable experience, develop proffessional skills, establish new contacts and get a reference.

AkiDwA also calls upon the migrant organizations, networks, centres and groups in greater Dublin area to lead by example and show support to this initiative by offerring work experience placements within your organizations. Immigration and social cohesion in the Republic of Ireland

In the last decade Ireland’s immigrant population grew to more than one in ten. Now in the midst of an economic crisis the integration of immigrants has become a topical issue. Drawing extensively on demographic data and research on immigrant lives, immigrant participation in Irish politics and the experiences of immigrants living in deprived communities.
Brian’s Fanning book “Immigration and social cohesion in the Republic of Ireland” offers a thorough study of the immigrant experience in Ireland today. Well-researched chapters and case studies examine the effects of immigration on social cohesion, the role of social policy, the nature and extent of segregation in education, racism and discrimination in the labour market,
and the barriers faced by immigrants seeking Irish citizenship.

This book will be essential reading for students and scholars of immigration in Ireland and will appeal more broadly to those studying politics, sociology, geography and social policy.

To commemorate her achievements and raise awareness of breast cancer, the Polish Cultural and Social Association will host an event “Lady Gabi”. The evening will include screening movies starring Kownacka and a presentation about breast cancer awareness by Emilia Marchelewska of Cairde.

IRELAND’S HUMAN RIGHTS RECORD

SUBMISSIONS INVITED ON IRELAND’S HUMAN RIGHTS RECORD

The Department of Community, Equality and Gaeltacht Affairs is inviting members of the public and organisations to highlight issues of concern regarding Ireland’s human rights record. The Department is preparing Ireland’s National Report on our domestic human rights situation for the United Nations Human Rights Council Universal Periodic Review (UPR) process. All submissions received will be examined and considered in the compiling of Ireland’s National Report, which must be submitted to the UN by Monday, 4 July 2011.

The Universal Periodic Review (UPR) is one of the major innovations of the United Nations (UN) Human Rights Council (established in 2006), whereby the domestic human rights records of all 192 UN Member States are reviewed every four years.
48 countries are reviewed each year, starting in 2008, with 16 reviews taking place in each of the thrice yearly UPR Working Group sessions. Ireland’s first review under the UPR process will take place on 6 October 2011.

A broad consultation process will be undertaken in preparation of the National Report.

Department is keen to give the widest possible range of organisations and members of the public the opportunity to make submissions on issues of importance in the area of human rights in Ireland. To ensure that submissions can be taken into account in
preparing the National Report, they should be submitted no later than Monday, 6 June 2011.

Racial Discrimination – examination of Ireland’s State Report

Office of the Minister for Integration is currently finalising our preparations for the examination of Ireland’s State Report under the UN Convention on the Elimination of All Forms of Racial Discrimination (CERD) by the UN Committee on CERD on 22-23 February 2011 in Geneva.

The Committee welcomes representations made to it by non- governmental organisations, both domestic and international, and by individuals, in advance of a public examination of the national report. To date, nine shadow reports from Irish Civil Society organisations have been received by the Committee and are available on the UN website and are available via this link – http://www2.ohchr.org/english/bodies/cerd/cerds78.htm. This page contains all State and Civil society reports.

European Cervical Cancer Prevention Week January 23-29, 2011

Cairde encourages women from ethnic minorities to take free smear tests as a part of CervicalCheck programme for women between 25-60 years old.

Cervical cancer is the second most common cancer in women under 44 worldwide. Each year, 500,000 new cases of invasive cervical cancer are diagnosed globally and more than 250,000 women die from the disease.
A smear test only takes a few minutes and it is the most effective way to detect changes in the cells of the cervix (neck of the womb). The earlier cell changes are found, the easier they are to treat. There is a choice of over 4,150 male and female GPs, doctors and practice nurses nationwide – and it’s free.

Tonya Myles, Community Development and Policy Coordinator, Cairde said:
“Minority ethnic women are not being adequately supported to achieve their full potential in terms of their health. Many of them are unaware of the supports and initiatives that are there to assist them, such as CervicalCheck programme. We hope that European Cervical Cancer Prevention Week will promote the importance of cervical screening for women, including women from ethnic minority communities and help to raise awareness of how cervical cancer can be prevented.”

How to arrange your free smear test

To arrange a smear test you can contact a registered smeartaker of your choice to make an appointment. Thousands of GPs, practice nurses, Women’s Health, Family Planning and Well Woman Clinics all over Ireland are registered. For details of all registered GPs, doctors and practice nurses you can call CervicalCheck on 1800 45 45 55 or visit www.cervicalcheck.ie.
CervicalCheck also sends invitation letters to women who are on the CervicalCheck register. You can check that you are on the register by calling Freephone 1800 45 45 55 or check on-line at www.cervicalcheck.ie.

If you have already had a CervicalCheck smear test, CervicalCheck will let you know by post when your next smear test is due – and if you change address, be sure to let CervicalCheck know your new contact details.

How often should you have a smear test?
It is recommended that women have a smear test every three to five years, depending on your age.

The results

Most smear test results are found to be perfectly normal and CervicalCheck will contact you about your results within four weeks of having your free smear test.

Voluntary organisations urged to apply for counselling services funding

The Minister for Community, Equality, and Gaeltacht Affairs, Pat Carey T.D., today (21 January, 2011) urged voluntary organisations which provide family counselling services to apply now to the Family Support Agency for funding under their 2011 scheme of grants.

Speaking today, Minister Carey said “this funding is used to help people deal with difficulties they are experiencing in their relationships, to help children whose lives have been affected by parental separation and to support families who have experienced the death of a family member.”

Over €10.6 million is being made available under this year’s scheme.

Grants under this Scheme are available for:

o Marriage Counselling;
o Marriage Preparation Courses;
o Child Counselling Services (in relation to parental separation); and
o Bereavement Counselling/Support Services.

Minister Carey continued “the Family Support Agency has issued application forms and information leaflets to almost 740 voluntary and community organisations nationwide, I would strongly urge other organisations who feel they may qualify for a grant to contact the Agency immediately for further information.”

The closing date for receipt of completed applications under the scheme of grants is Friday 11th February 2011.

Minister White chairs meeting of Inter-Departmental Group on Integration

The Minister for Equality, Integration and Human Rights, Mary White TD, today,
January 18th, chaired a meeting of the Inter-Departmental Group on Integration.
The meeting was convened to discuss the output of the inaugural meetings of the
Ministerial Council on Integration. Representatives from nine Departments/offices
were present at the meeting.

Commenting on the meeting, Minister White said: “Last year, after being
appointed Minister for Integration, I implemented the commitment in the
Government’s ‘Migration Nation’ policy statement to establish a Ministerial Council
on Integration comprised of members of the public from the migrant community.
We received just under five hundred applications, from seventy-six nationalities,
for membership of the Council. The four regional councils have now had their first
meetings, which were highly engaging. Views on and experiences of integration in
Ireland were discussed and we had very enlightening discussions on a range of issues.

“One of the purposes of establishing the Ministerial Council on Integration was
to ensure Government policy-making on integration was informed by migrants’
experiences. Today I brought the views expressed at the Ministerial Council to
representatives of various Government Departments on issues such education,
enterprise, health and culture. There was meaningful engagement today and I am
confident that the relevant Departments will take theses issues into account in
formulating policy, delivering services and planning for the future. Ireland has
changed significantly over the past decade due to inward migration and policy-
making must reflect this so that we can continue to build a more equal and fully
integrated Ireland.”

Minister White concluded: “I am grateful to the various Departments for the work
they have done in the area of integration, and I hope the work emanating from the
Ministerial Council will continue to influence the work of Government Departments.”

Polish film ‘The Reverse’ at the Cinema North West Cinemobile

Cinema North West warmly invites you to the New Roots film festival in the Dock Arts Centre, Carrick-on-Shannon, Co Leitrim.

The festival will be launched by Hans Wieland who moved to the North West of Ireland with his family in 1985 and established Neantóg Farmhouse Cheeses. He has been a teacher and worker at The Organic Centre, Rossinver, , Co. Leitrim since 1987. Hans is a Board member of Cinema North West.

About the New Roots film festival

The New Roots film festival will celebrate the many different cultures, countries and creeds which form part of Leitrim’s society today. Films will include a wide variety of films to suit all audiences, including the Martin Scorsese films ‘The Last Temptation of Christ’ and ‘Kundun’, Irish film-maker Áine O’Brien’s 2006 film ‘Here to Stay’ about the human-side of migration in Ireland, and award-winning Polish film ‘The Reverse’ which takes a sly look at life in 1950s communist Poland.

UN Convention on the Elimination of All Forms of Racial Discrimination

Information note on the UN Convention on the Elimination of All Forms of Racial Discrimination – upcoming examination of Ireland.

The Committee on the Elimination of Racial Discrimination (CERD) is the body of independent experts that monitors implementation of the Convention on the Elimination of All Forms of Racial Discrimination by its State parties.

Under Article 9 of the Convention, States which are party to the Convention are required to submit periodic reports to the UN Committee on the Elimination of Racial Discrimination (UNCERD Committee) on the legislative, judicial and other measures which have been adopted to give effect to the provisions of the convention.

The 78th session of the Committee on the Elimination of Racial Discrimination will take place from the 14 February – 11 March 2011 in Geneva, Switzerland.

During the course of this session the Committee will consider 11 State reports including the Combined Third and Fourth Periodic Report by Ireland.

The examination of Irelands latest State report is scheduled to take place at 3pm, Tuesday 22nd of February and again at 10am on Wednesday the 23rd of February 2011. However, schedules are subject to change at short notice.

To date, three shadow reports from Irish Civil Society organisations have been received by the Committee and are available on the website.

An Inter-departmental committee chaired by the Office of the Minister for Integration has been drawn together with representatives from relevant Government Departments. A delegation of State officials will travel to Geneva for the examination and to engage in discussions with the CERD Committee over the course of the two days.

Migrant Writers Association Ireland

The Migrant Writers Association Ireland (MWAI) is a new highly professional not- for-profit network bringing together both established and budding migrant writers in Ireland to provide another voice to contemporary Irish literary landscape. The association provides a forum for migrant writers to articulate their experiences by encouraging high-rate creative productions in a positive and dynamic environment.

Through various modes of expression: poetry, fiction, creative non-fiction, drama criticisms, visual art, critical and reflective essays, reviews, reminiscences, interviews, letters and editorials, MWAI members and contributors capture the realities and changes brought about by the recent inward migrations to Ireland as well as moments, experiences and cultural sensibilities indicative and reminiscent of their native societies. The inauguration of MWAI marks a new turn and resurgence of minority creative capacity in a highly differentiated twenty-first century Irish society. The association gives a new vigour and orientation to modern Irish artistic and intellectual setting at a time when diversity and difference mark a shift from a creative culture that has long been dominated by a majority voice that has failed to find expression for new minority experiences. Generally, the association gives migrant writers in Ireland
an opportunity to achieve fulfilment as creative artists and commentators on events past and present.

In Ireland, the artistic landscape is currently dominated by majority artists. Only very few new migrant writers are admitted into the existing creative space, and this admission is either by invitation or co-optation. The result is that a very great majority of highly talented migrant artists who fervently wish to be heard and appreciated have found themselves in the wilderness of artistic abandonment. Given this situation, MWAI seeks to provide a complementary voice to Irish art and letters and encourage new works by gifted migrant artists and critics by making their ideas and thoughts visible to various audiences through words, the oil with which feelings and thoughts are formed and expressed, aware that feelings bottled up and lived experiences not externalised are like an over-ripe boil under severe pressure waiting to rupture. Thus the association wishes to give new migrant artists an opportunity to recreate their
dreams, articulate their present and reconstruct their past by giving vent to the internal perturbations raging within the deep recesses of their creative mind.

Minister White announces details of new migrant media internship programme

The Minister for Equality, Integration and Human Rights, Mary White, has today announced details of a new migrant media internship programme for local or regional newspapers which is to be funded by the Office of the Minister for Integration.
The new programme will see the Office of the Minister for Integration fund two six month journalism internships for non-Irish national nationals who have preferably lived in Ireland for five or less years. The Minister has written to the editors of all local and regional newspapers seeking submissions, and a deadline has been set for January 12th for joint submissions from prospective candidates and newspapers.
Commenting on the new scheme, Minister White said: “A key component of integration is awareness amongst local communities of the perspectives and issues facing immigrants living in Ireland, particularly those who have recently arrived. I am hopeful that this internship programme I have initiated will give two local or regional newspapers a new opportunity to document issues of immigration and integration in their regular editions, helping communities to understand the challenges and perspectives of migrants.
“A vital aspect of a well-integrated society is fair and responsible media coverage of issues relating to migration and new communities. I am confident this new scheme will help in this regard.”
Applications for participation in the scheme are to be submitted to the Office of the Minister for Integration by January 12th, and it is hoped the internships will commence in January 2011.

1. The purpose of this scheme is to give non-Irish nationals an opportunity to get involved in this area of the media and to increase content in the paper giving the perspective of immigrants. In this way, the wider readership would be exposed to the experience of this new group in Irish society and integration would be enhanced.

2. There will be funding for 2 internships of 6 months (subject to the review referred to at point 7 below) at separate local or regional newspapers.

3. Interns must be persons born outside Ireland (32 Counties) who are legally resident here and who can legally take up the position of intern.

4. Selection will be on the basis of applications submitted jointly by the newspaper and the proposed intern. It is for the paper to source the prospective intern or for that person to make contact with a paper with a view to submitting a joint application.

5. Selection will be by this Office on the basis of the ability of the proposed intern to discharge the role as described in point 6 below and the capacity of the newspaper to support the intern so that they can benefit from the arrangement. There will be a preference for persons who have been in Ireland for 5 years or less though persons who have been here for longer than this are not excluded from applying. Persons, who have (i) resided in Ireland for a considerable number of years such that they would be reasonably regarded as well integrated into Irish society or (ii) already worked in the field of journalism in a professional capacity or to a significant extent, are unlikely to be selected.

6. The internship will be a full time position. The intern will, following appropriate induction, regularly write by-lined articles or reports for publication in the newspaper. These articles or reports may deal with issues relevant to immigrants and integration of immigrants as well as general issues.

7. This Office will bear in full the salary cost of the internship at a rate of €11,440 and associated employer’s PRSI for the six month period. Half of this will be paid to the newspaper at the commencement of the internship. Prior to the conclusion of the third month, this Office will review experience with the internship on the basis of separate written reports from the editor of the newspaper and the intern and material authored by the intern and published in the newspaper. If this Office considers that the arrangement is operating satisfactorily, the remainder of the cost will be paid to the newspaper and the internship will continue for the remainder of the six month period.

8. The intern will be the employee of the newspaper proprietor and not of this Office and the proprietor will be subject to the legal obligations that arise from the employment relationship.

9. The newspaper will acknowledge appropriately adjacent to published articles and reports by the intern the fact that funding was provided by this Office

10. The joint application by the prospective intern and the newspaper should set out how the factors referred to in point 5 above are met. Applications must be received in this Office before 1600 hrs on 12 January 2011 in hard copy. To facilitate processing, they should also be sent by e-mail to jhurley@pobail.ie. New poverty figures

New poverty figures show that government is prioritizing the needs of the vulnerable during economic crisis

Minister of Community, Equality and Gaeltacht Affairs, Pat Carey, T.D. welcomed the publication today (25/11/10) of the 2009 Survey on Income and Living Conditions by the Central Statistics Office. The Minister said that these results are the first indication of the impact of the economic crisis on living standards. ‘The figures show that government policy is protecting those vulnerable to poverty and social exclusion during very difficult economic conditions’.

The Minister highlighted the CSO finding that in 2009 social transfers reduced the at-risk-of poverty rate from 46.2% (before social transfers) to 14.1%, a ‘poverty reduction effect’ of 70%.

Minister Carey said “Our social welfare system is an automatic stabiliser for people in economic difficulties, especially as unemployment increased from 4.8% in December 2007 to 13.1% in December 2009. In 2009, almost €20 billion was spent on social welfare payments, benefiting over one and a half million people. The Minister went on to say that this substantial government investment in recent years has resulted in a reduction in the at-risk-of poverty rate from 14.4% in 2008 to 14.1% in 2009.

‘The measures required to restore fiscal stability while increasing growth and competitiveness will be painful for all sectors of society but as is clear from the Plan for National Recovery 2011-2014, protecting the vulnerable remains our priority.’

The Minister said the while the rise in consistent poverty from 4.2% in 2008 to 5.5% in 2009 (back to 2007 levels) was a cause for concern, the Government is committed to ensuring that priority is given to those most in need. ‘Despite the difficult economic and fiscal circumstances, the Government remains committed to building a socially inclusive and fair society. The challenge now is to restore economic growth, maximise employment and prioritise the needs of the most vulnerable, so that the progress made in tackling poverty in recent years is continued. ”

Minister Carey also highlighted the significant reduction in the persistence of poverty (the percentage of the population in 2009 who were at-risk-of-poverty for two out of the three preceding years). ‘This shows that Government policy is helping to break the cycle of poverty. I also welcome Ireland’s improved poverty performance in a European context.’

START ME UP! 3rd Business Forum for up-and-running ethnic entrepreneurs

Business Forum Ireland is aimed at members of migrant communities in Ireland, interested in starting up, financing and growing their business in Ireland.

The 3rd edition of the Forum provides up and running entrepreneurs with practical skills on tax and accounting, legal forms of running a business in Ireland, marketing solutions, grants and possible support for start-ups.

The report on the challenges and promise for immigrant entrepreneurship in Dublin, launched last year in the capital, was drawn up by US Fulbright Scholar Dr Jack Pinkowski and Dublin City Council. Dr Pinkowski said in the report: “Dublin may be a leader and trend setter in this new approach to economic development that will directly contribute to expansion of the gross national product (GNP) by encouraging new growth in domestic firms through entrepreneurship.” According to him, all that is needed to achieve this fit is to create a more conducive atmosphere for immigrants to operate and start up their businesses.

Organised as part of Dublin INNOVATION WEEK (November 11-21st 2010), the Business Forum is aimed at existing and emerging businesses run in Ireland by ethnic entrepreneurs.

The next Forum Polonia Congress for Polish activists will be held in Cork on Saturday, 27th November.

Forum Polonia (FP) is a cooperative platform that brings together representatives of various Polish community organisations, the media, and individuals involved in projects relating to the Polish minority and its links to Irish society as a whole.
Since 2008, FP has been operating through information exchanges, mutual supports, social integration, and promoting and developing the interests of the Polish community in the Republic of Ireland.

The aims of the Congress are to:

• Focus on the integration of the Polish communities in Ireland, particularly in the southern counties;
• Facilitate information exchange;
• Monitor the current situation of the Polish communities, with a particular focus on employment, health and social welfare, education, lobbying, the arts , integration, and the promotion of Poland;
• Discuss the potential benefits of Poland holding the EU presidency in 2011;
• Restructure the Forum Polonia network by adopting an official constitution.

Causes and Consequences of Early Socio-Cultural Integration Processes among New Immigrants in Europe

In December 2009, the European collaborative project SCIP, Causes and Consequences of Early Socio-Cultural Integration Processes among New Immigrants in Europe, was launched. The aim of the project is to study how different national contexts shape the early stages of integration of new immigrants in their host countries. The projects tackles important questions in migration research using a panel survey of 7,000 migrants who recently arrived in their destination countries. Among others, it will be examined why dense ethnic networks and strong ethnic identification appear to form an obstacle to integration for some groups, while others appear to use this as a resource facilitating integration. In order to study the interaction between individual attributes of the immigrants and contextual conditions in the destination countries, the integration trajectories of recent immigrants from Turkey, Pakistan and Morocco will be compared with the experience of the first years of Polish migrants in Germany, The Netherlands, Great Britain and the Republic of Ireland. These migrant groups differ with respect to important characteristics such as cultural-religious background and socio-economic status.
The project is funded within the NORFACE Transnational Research Programme (New Opportunities for Research Funding Agency Co-operation in Europe). The research theme was “Migration in Europe – Social, Economic, Cultural and Policy Dynamics”. A total of 2.8 million Euro has been awarded to the project. Twelve of 250 submissions are funded under the NORFACE programme.
The project team consists of 10 researchers from the four countries. Prof. Claudia Diehl (University of Göttingen, Germany) is the principle investigator of the project. She forms with Prof. Cornelia Kristen and Prof. Matthias Koenig (both University of Göttingen) the German team. The Dutch study will be conducted by Prof. Martin Lubbers, Prof. Frank van Tubergen (both Utrecht University) and Dr. Merove Gijsberts (The Netherlands Institute for Social Research). Dr. Lucinda Platt and Dr. Ayse Güveli (University of Essex) coordinate the research in Great Britain and the Irish team consists of Dr. Peter Mühlau (Trinity College Dublin) and Dr. Frances McGinnity (economic and Social Research Institute).

An Inaugural Meeting of the Ministerial Council on Integration for Connacht-Ulster region took place in Áras an Chontae, Galway City on the 7 October, 2010

Ms. Mary White, T.D., Minister of State for Equality, Integration and Human Rights said:
“Only several weeks we read of the work of a Polish academic, who documented the experiences of Polish people who migrated to Ireland. It found that Ireland received over 300,000 Polish nationals, who helped this country meet its labour demands. As a result Irish workers had to upgrade their skills, resulting in a more skilled, flexible labour force than before. I was pleased to read that the research found Polish migrants had positive experiences in Ireland in terms of its workplace being more informal, employers fairer and managers less authoritarian than in Poland. Such positive experiences were not universal and some might have experienced unequal pay, but this research does demonstrate the two-way benefits of integration.
I think it is worth stressing the fact that people came to take up employment at a time when employment opportunities were available. Since the recession hit the flow of people into the country has dropped by an enormous extent. This bears out the statements made by Government that people were coming here to work – not to try to secure welfare benefits and so on, as some alleged.”

Full Speach:

I want, first of all, to extend a warm welcome to you all this evening. On behalf of the Government I want to say that your decision to take up your appointment to this Council is very much appreciated.

The reasoning for a Council of this kind is set out in the policy statement “Migration Nation” published on in May, 2008, on the occasion of the expansion of the European Union in May, 2004.

On my appointment to the post of Minister for Integration in March this year I decided that one formation of the Council which would represent the entire country would not have been sufficient to enable the views, experiences and concerns of as wide a variety of people as I considered necessary to be aired.

I therefore made the decision to have four different groupings, acknowledging that people have moved to and settled in every part of the country and that the experiences of those settled in the different regions would not necessarily be the same.

It is the case that dealings with national bodies might be similar, with the same outcomes and results, yet it is a fact that integration is something which takes place at community level and it is not something that can be wished into being by policies produced at a national level.

Work has, of course, to be done at national level.

In that context:

- Intercultural strategies have been produced covering the Health, Education and, most recently, the Arts.

Central Government funding has also been provided to a number of local authorities and national organisations to promote integration and to develop anti racism plans. I was in Galway during the summer and met with the Galway inter-cultural forum. The meeting was one of many I had with fora and organisations who work with local authorities to create cities and counties of equals, to re-work a phrase of Galway City Council.

One of the issues which is of concern is the danger of racism in this country. Racism has no place in our society and that is a message which we must repeat again and again. Thankfully we have not seen an upsurge in racist incidents reported to An Garda Siochana in recent years even though there has been an extraordinary – by any standards – increase in inward migration. I believe that this is because of the common sense and basic decency of both the Irish people and of those who have moved here. But there can be no grounds for complacency in this regard. The small number of people who hold racist opinions must be challenged at every opportunity.

We have seen in other European countries a worrying rise in anti-immigrant rhetoric, accompanied by a rise in so called Islamophobia. It is to be regretted that some far right political groupings have succeeded in making electoral gains in some countries by exploiting this rise.

We in Ireland know too well what devastation sectarian bigotry and lack of respect for others can bring. We in Ireland must continue to promote tolerance and mutual respect, we must continue dialogue, seek to understand one another, seek to dispel myths and misunderstandings. This Council is one part of that process.

The vast majority of people accept and acknowledge the contribution being made to Irish society by migrants in the spheres of work, religion, education, health, and sport in fact in all aspects of life. We see it every day in the community centres I visit, the workplaces I come across, the cultural institutions of our country. There is a rich tapestry of diversity and cultural flair at the heart of Irish society, and it is something which we should acknowledge and enjoy.

Such positive experiences were not universal and some might have experienced unequal pay, but this research does demonstrate the two-way benefits of integration.
I think it is worth stressing the fact that people came to take up employment at a time when employment opportunities were available. Since the recession hit the flow of people into the country has dropped by an enormous extent. This bears out the statements made by Government that people were coming here to work – not to try to secure welfare benefits and so on, as some alleged.

It is true that a significant number of people who came here to work have left the country as they lost their jobs, particularly in the construction sector. It is equally true that a far greater number remain, still in employment, still paying taxes, still contributing to Irish life. People, like you, who have put down roots in Ireland, are demonstrating a commitment to Ireland. Your contribution has been vital. Irish and non-Irish alike have been affected by the recession and both have a contribution to make in helping end the recession.

I want to make a particular reference to young people, the children of migrants. There are about 50,000 under 5 years of age and about 110,000 between the ages of 5 and 19. This group are part of the future of the country. The investment we make in their future will, I am certain, be repaid many times over. Recently I launched the Inter-cultural education strategy, which is a five year strategy aimed at ensuring our migrant children are given comprehensive language support, that there is partnership between teachers, principals and parents in the ambition for inter-culturalism and that diversity is celebrated in our schools. We value your children’s education.

Last Saturday, I attended the annual conference of the English Language Support Teachers’ Association and I can tell you that the teachers of this country are dedicated to the future of the migrant children in this country.

In the meantime we must make every effort to support the integration of this group into society, so that we can reduce any sense of alienation or isolation. This is a responsibility of everyone – the migrant community and the native Irish.
Beyond education, across society, those with responsibilities in the workplace, those responsible for the organisation of cultural and sporting events and so on must take on board the need to promote integration. Ireland has experienced tremendous change over the last decade. Ireland is now a more diverse society than at any time in our history. We have an opportunity to ensure the continued well-being of that society by promoting respect and tolerance for one another.
So, to conclude I welcome you all here this evening. I look forward to hearing your views, to acting on these views where possible, and to establish a good working relationship with the Connacht/Ulster forum of the Ministerial Council on Integration.

The Entrepreneurship and Employment Group (EEG) aims to empower people who are willing to start up a business or seeking employment, through training and mentorship programmes.

Solidarity Movement Conference

The School of History, in conjunction with the Institute of History, Jagiellonian University, Krakow, is pleased to announce the hosting of a conference to mark the thirtieth anniversary of the foundation of the Solidarity movement in Poland, the event to take place in the Boole IV lecture theatre on Saturday 18th September.

The School of History, in conjunction with the Institute of History, Jagiellonian University, Krakow, is pleased to announce the hosting of a conference to mark the thirtieth anniversary of the foundation of the Solidarity movement in Poland, the event to take place in the Boole IV lecture theatre on Saturday 18th September.

The conference consists of a number of talks, by various experts on the subject, on different aspects of Solidarity’s origins, role and influence, together with a recital of songs associated with the movement, and a showing of Andrezj Wajda’s Palme D’Or-winning film Man of Iron, which is set against the backdrop of the Gdansk shipyard strike of August 1980 that was to be the inspiration for the formation of Solidarity.

The keynote speaker is Professor Norman Davies, author of (amongst many other works) the international best-selling titles Europe : a history and The Isles: a history. He returns here to his principal specialism and first love, the history of Poland. His appearance at the conference will be one of only a handful he has made in Ireland, and his views on the historical origins of the Solidarity movement are sure to be wide-ranging and stimulating. Other speakers are Professor Mark Kramer of Harvard University (author of numerous works on central and eastern Europe), Dr Jakub Basista, assistant head of the Institute of History in the Jagiellonian university whose research interests include contemporary Polish history, and Dr Janina Lyons and Professor Maciej Smolenski, of the Irish Polish Society, who will talk about the support afforded to Solidarity from Ireland during the 1980s. The Polish choir of St Augustine’s will also perform songs inspired by, and which in turn sustained, the Solidarity movement.

The conference is organised with generous assistance from the Embassy of Poland, Dublin.

The event is free, and all are welcome to attend.

We are pleased to invite you to a public interview with Yasmin Alibhai-Brown, UK based broadcast journalist, writer and public speaker on race and cultural identities. Susan McKay, Director of the National Women’s Council will conduct the interview.

Yasmin Alibhai-Brown is visiting Dublin to participate in a FOMACS/British Council public education project, titled Learning Lab: Identities and Social Justice. For more on Learning Lab see: www.learninglab.ie

Yasmin Alibhai-Brown came to the UK in 1972 from Uganda after completing her undergraduate degree at Makerere University where she was awarded an exceptional first class degree in English. She went to Oxford as a postgraduate student and was awarded an M.Phil in literature in 1975. She is a journalist who has written for The Guardian, Observer, The New York Times, Time Magazine, Newsweek, The Evening Standard, The Mail and other newspapers and is a regular columnist on The Independent and London’s Evening Standard. She is also a radio and television broadcaster and author of No Place Like Home, an autobiographical account of a twice-removed immigrant. From 1996 to 2001 she was a Research Fellow at the Institute for Public Policy Research, and published True Colours on the role of government on racial attitudes. Yasmin is a senior fellow at the Foreign Policy Centre. In 2000 she published Who Do We Think We Are? - an acclaimed book on the state of the British nation, in addition to After Multiculturalism which looks at the globalised future. She advises various key institutions on race matters. In June 1999, she received an honorary degree from the Open University for her contributions to social justice. In 2001 came the publication of the paperback Mixed Feelings a book on mixed race Britons.

In 2001 she was appointed an MBE for services to journalism in the New Year’s honours list. In 2003 she returned her MBE as a protest against the new imperial and illegal war in Iraq. In April 2004, her film on Islam for Channel 4 won an award and in May 2004, she received the EMMA award for best print journalist for her columns in the Independent. Her new book, The Settler’s Cookbook: A Memoir of Love, Migration and Food was published in the spring of 2009 and was book of the week on BBC Radio4.

One City One People

Office for Integration DCC: Notice and Reservation of date -

Dublin City Council’s Office for Integration (OFI) will lead a key initiative for the city this autumn
focused on city’s immigrant population to promote inclusion, integration and to combat racism and
discrimination. Titled One City One People the initiative will use a variety of mediums to promote the
message that Dublin is an open city, a city which respects and embraces difference, is accessible, safe and
equal and does not accept racism and discrimination.

One City One People City Transport campaign

OFI with the support of the Office for the Minister for Integration together with the participation of
the city transport companies Veoila Luas, Dublin Bus, DART Irish Rail and Bus Eireann will promote a
keynote campaign called “One City -One People Dublin does not accept Racism and Discrimination” .
All city transport networks will be used in the campaign along with prime on street JCDecaux advertising
portals.

This campaign will be launched on Wednesday 15th September 2010 at 5pm – All details TBC

A number of key thematic projects and programmes linked to this will run through the autumn
and are listed in short below: Full details will follow in full. All details at present are provisional.

Conference: One City One People – Integration: The Next Decade? A one day conference
will take place on Friday 24th September in Wood Quay venue, Dublin City Council. This
seminar will focus on the present situation Dublin is at in 2010 and discuss integration for the
next decade in relation to the City. It will reflect study and opinion on the issue of integration
and interculturalism at present and discuss developments for the coming decade on a local,
national, European and International perspective.
Open Cities-Seminar Wood Quay 14th Oct 2010 Open Cities Integration and
Competitiveness. How openness can contribute to future economic growth. Seminar 14th Oct
Anti Racism Monitoring Seminar: ENAR (European Network against Racism) and OFI
(Office for Integration) – Open forum to consider potential of city level racism monitoring
framework to report and monitor racist incidents. Wood Quay 7th Oct 210

UNESCO Young Leaders against Racism and Discrimination

Two young Dubliners of immigrant origin who have shown leadership potential through their
work in raising awareness on issues of racism and discrimination in the city will represent
Dublin at UNESCO Youth Conference in Barcelona on 10-13th September 2010.
Music: An Intercultural Gospel Music festival will take place on Saturday September 25th in
Helix in Dublin in association with DCC and Metro Eireann. An Intercultural Gospel evening
will also be held in Wood Quay venue as part of culture night.
Art Exhibition. DCC in association with UNICEF will hold an exhibition called “Suitcase
Stories” – an exhibition of the stories of migrants told through artistic suitcases. DCC Civics

Fomax DIT – Crossing Cultures: Fomacs/OFI Dublin City Dialogues:
A new initiative Fomax/DCC Using digital stories commissioned by Fomax to create dialogue
on immigration and integration within local areas of the city. Project launch 15th October
DCC OFI Film Series: Film Workshops: Three films will be screened and followed by
interactive workshops focusing on the films “Invictus” by Clint Eastwood, “The Classroom” by
Laurent Cantet and “Pavee Lackeen” by Perry Ogden.

British Council/Fomacs Learning Lab: Identities and Social Justice.

Yasmin Alibhai Browne will participate in a public conversation with Susan McKay, Director
of National Women’s Council, on Friday 24 September from 12:30 -2:00 pm., at the Chester
Beatty Library.
Sanctuary: As part of Culture Night, Friday September 24th, 2010, FOMACS in association
with Storytellers of Ireland and the Irish Refugee Council, will present Sanctuary – a series
of ultra-short monologues, all less than one minute long, in which the stories of people who
have sought asylum and received refuge in Ireland are recounted on screen and through live
performance by actors and writers living here. Venue to be decided.

Lost in Translation Symposium: Ulster Bank Dublin Theatre Festival will work with the
Centre for Transcultural Research and Media Practice, located in the DIT and City Arts to

present a one day symposium investigating the role of Arts in social integration. DCC Wood

International iconic composer attends festival in Co Kildare The Castletown Concerts 2010

Celebrating the work of Krzysztof Penderecki Krzysztof Penderecki, the Polish composer and conductor, will travel for the first time to Ireland this September 10th – 12th at the invitation of pianist Barry Douglas and Camerata Ireland to attend their festival, The Castletown Concerts 2010, in Celbridge, Co Kildare, as Guest of Honour.

The programme was launched by Dr Martin Mansergh TD, Minister of State at the Department of Finance with special responsibility for the Office of Public Works and the Arts.

The composer will conduct a number of his own works which will include the Threnody (for the Victims of Hiroshima), the piece which launched his international career as a young composer in 1960. A Grammy Award winner in 1987, 1998 and 2001 and a recipient of many honours and awards from universities and governments around the world, Dr Penderecki will also be conferred with an Honorary Doctorate of Music from NUI Maynooth while in Ireland. The concerts will take place in Castletown House and St Patrick’s College, Maynooth.

“Krzysztof Penderecki is one of the world’s greatest composers and Camerata Ireland and I are honoured that he will be with us this September in Castletown, as well as the many distinguished chamber musicians that will join us to celebrate his work. This is also an exciting opportunity for young Irish musicians to work with Maestro Penderecki for the Threnody performance, one which they will no doubt all remember for many years. We are also delighted to present a recital by the young 21-year-old winner of the 2009 Dublin International Piano Competition, Alexej Gorlatch, and we look forward to working with a local school on a pilot composing project”, commented Barry Douglas, Artistic Director of Camerata Ireland and The Castletown Concerts.

Racist crime and racial discrimination

The Office of the Minister for Integration provided ethnic led organisations with a clear outline of which bodies have responsibility in relation to racist crime and racial discrimination in Ireland following the transfer of the Office of the Minister for Integration from the Department of Justice and Law Reform to the newly configured Department of Community, Equality and Gaeltacht Affairs.

Chopin film animation workshops for children

The film animation workshops commemorating the 2010 Chopin Year will be held between 20 and 24 July and are aimed at children aged 10-13. The workshops offer an introduction to basic animation techniques. The inspiration and soundtrack for all animations will be Chopin’s music. The participants will gain familiarity with the art of animation and in the end each one will produce at least one animated film (60-sec. long) using any chosen animation technique and will work with the group outdoors. The workshops will make use of various computer packages used in the field of digital media, therefore it is important that participants are familiar with basic computer applications.

The group of 10-15 participants, guided by 2 renowned Polish film animators, will be multinational and the workshops will be run in English only.

Participation in the workshops is free of charge.

Polish President elections, 2010

Forum Polonia organised a registration drive to inform Poles living in Ireland how to vote for the President of Poland while being here.

The campaigne was prepared in coperation with Batory Foundation in Poland.

As a result 14 000 Poles registered to vote on the 20th of June. 134 000 Poles living abroad will vote also .
Forum Polonia works closely with the Polish Consulate in Ireland in relation to organising voting stations.

Minister Mary White T.D., Minister of State for Equality, Integration and Human Rights today announced that she has commenced the process to establish a Ministerial Council on Integration. The Minister explained that expressions of interest from migrants are now being sought for appointment to the Council and the closing date is 7th July.

Minister White said, “I plan to set up four regional forums so that I can engage directly with migrants and listen to their issues, hopes and challenges. I place great emphasis on the importance of civil society engagement and I want to work closely with our immigrant communities to ensure effective integration.”

The Minister continued, “This Council is open to individual migrants so you don’t have to be a member of a NGO or a group to apply. I want to reach out to migrants and hear the experiences and views of people who come from a broad spectrum of cultural and religious backgrounds and countries of origin.”

Council meetings will be chaired by the Minister and will normally be held two to three times a year in each of the four regions i.e. in Dublin, Rest of Leinster, Munster and Connacht/Ulster. Each regional forum will be composed of 15 to 20 members and members will attend meetings in the region in which they reside. The Minister explained, “I believe that by setting up the Council in a regional formation, it will ensure that the experiences of integration at a local level will be reflected and considered.”

Expressions of interest for appointment to the Ministerial Council are now being sought from persons from the migrant community who are legally resident in Ireland for two or more years, or who have acquired Irish citizenship. Applicants for asylum or subsidiary protection will not be eligible to apply. Intending applicants should forward a Curriculum Vitae (stating country of origin also) and a covering letter outlining their background and the reasons they consider themselves suitable for appointment to the Ministerial Council to the Office of the Minister for Integration.

Minister White commented, “As the Minister responsible for integration issues, I look forward to working closely with members of our immigrant communities and I would encourage migrants to apply for appointment to the Council. It is an opportunity for individuals to have a voice in relation to their integration experiences and to help shape a better and more cohesive Ireland. I would particularly urge women from the immigrant communities to apply as I would like the Council to have a gender balance.”

Minister Mary White T.D., Minister of State for Equality, Integration and Human Rights will establish a Ministerial Council on Integration to advise her directly on issues faced by migrants.

The Minister will chair meetings of the Council. The Council will meet in regional formation. Each regional forum will be composed of 15 to 20 members who reside in the region. The members will be migrants who will be appointed for a period of five years. In appointing members, the Minister will take account, as far as possible, of factors such as the need to have a balance between countries of origin, places of residence in Ireland and the desirability of having an appropriate gender balance.

Council meetings will be convened by the Minister and will normally be held two to three times a year in each region. The four regions will be as follows:
Dublin
Rest of Leinster
Munster and
Connacht/Ulster.

Members of the Council will attend meetings in the region in which they reside. Meetings will be held in private. However, a press statement giving details of the matters discussed will be issued after each Council meeting. Travel and subsistence will be paid with regard to attendance at Council meetings in line with the appropriate Civil Service rates.

Who can apply to be appointed?
Expressions of interest for appointment to the Ministerial Council are now being sought from persons from the migrant community who are legally resident in Ireland for two or more years, or who have acquired Irish citizenship. Applicants for asylum or subsidiary protection will not be eligible to apply. Intending applicants should forward a Curriculum Vitae (stating country of origin also) and a covering letter outlining their background and the reasons they consider themselves suitable for appointment to the Ministerial Council, by post to :

Chopin Gala Concert

President Mary McAleese to attend Chopin Gala Concert – a commemoration of the bicentenary anniversary of the birth of Fryderyk Chopin

On Thursday, 6 May 2010 a widely distinguished Polish pianist Ewa Poblocka will perform a solo Gala Recital in the National Concert Hall in order to celebrate Fryderyk Chopin’s bicentennial and the National Day of Poland. The event is organised by the Polish Embassy in Dublin together with the National Concert Hall.

Ewa Pob?ocka is one of Poland’s most prominent and renowned pianists. She studied at the Music Academy in Gdansk, is the holder of top awards from many prestigious European piano competitions as well as of John Field Medal and has performed throughout Europe, the Americas, Singapore, Korea, Japan, and Australia. Having played at famous venues all over the globe she now has been invited by the Polish Ambassador to Ireland to perform in front of Irish audience in the National Concert Hall in order to celebrate the National Day of Poland and the bicentennial of Chopin’s birth.

The Chopin Gala Concert will be attended by many renowned personalities in the fields of politics and arts. The Honorary guest of the evening is the President of Ireland Mary McAleese. The members of the Honorary Committee of the Year of Fryderyk Chopin in Ireland, present at the concert, include such famous Irish personalities as Seamus Heaney, John O’Conor or Brian Friel, just to name a few.

The Gala Concert is devoted to Chopin’s elusive, nostalgic and lyrical music on the occasion of 200th anniversary of the Polish composer’s birth, however Irish accents will also be present on the night in the form of compositions by John Field, a great inspiration for Fryderyk Chopin and a father of nocturne – a genre later perfected by Chopin.

Cultural Exchange

Cultural Exchange-Dublin, has been created in order to gather foreign people living in Dublin by arranging different parties-events where everyone will have the chance to interact each other while having fun in a great international atmosphere.
We want to promote a type of events in Dublin where people from all over the world living in Dublin can meet in order to:
- Share experiences
- Meet people from many different nationalities.
- Understand, learn and respect different points of views depnding on the own cullture.
- Promote, Cultural Exchange.
- Promote integration to all international comunities livingin Dublin.

and all this in a very informal meeting while having some drinks (alcoholic or non alcoholic), eating some international food, dancing musics of the world in order to create a great intercultural atmosphere while having fun.
In spite of having so many different cultures living together in Dublin, we believe that we can have a common factor for all of us by these Cultural Exchange Parties.
As this is a new project, we wish to invite you to participate and take part of this Cultural Exchange by representing your country.
Cultural Exchange Launch Party will be celebrated on Thursday 6 May at Sin Theatre Bar (Temple Bar) and it can host up to 800 people.

Liam Carson’s Call Mother a Lonely Field, published by Hag’s Head Press, has been described as a memoir worthy to stand beside Fiche Bliain ag Fás (Twenty Years a Growing). It is a richly evocative story of an Irish-speaking Belfast childhood where the language is a tearmann or sanctuary, a repository of stories and a resource for the spirit.

The arrival of new languages in Ireland causes us to look anew at how language is a source of nourishment and stability. There are many thousands of Polish speakers among us and we hope to compare how language nourishes and enriches our experience.

The Irish Polish Society is dedicated to cultural exchange between Ireland and Poland and organizes readings, musical events, exhibitions etc to further mutual understanding. This unique cross-cultural event will start with a reading, accompanied by song and images, and will conclude with a discussion. Wine will be served; admission is free and all are welcome.

Solemn Memorial Mass for the victims of the plane catastrophe Friday at 11:30am

The Embassy of Poland in Dublin would like to inform you that a Solemn Memorial Mass to commemorate the late President of Poland Lech Kaczynski and the other victims of the plane catastrophe near Smolensk, will take place on Friday, 16 April at 11:30am in St. Audoen’s Church (Polish Chaplaincy in Dublin, 14 High Street, Dublin 8).
The Mass will be conducted by His Grace Most Reverend Diarmuid Martin, D.D. Archbishop of Dublin and Primate of Ireland. The Mass will be attended by the Taoiseach, representatives of the Irish Government and the Oireachtas as well as by the Diplomatic Corps.
Everybody is welcome to join us in the commemoration service.

The embassy would like to truly thank you for all for the words of support and sympathy that have been extended to us in recent days in the form of numerous phone calls, e-mails or letters.

Many have also signed the Book of Condolence in memory of the victims of the plane catastrophe. The Book is available for signing at the Embassy (12 Ailesbury Road, Ballsbridge, Dublin 4) until Thursday, April 15, between 10am and 8pm.

Polish people living in Ireland are deeply saddened by last Saturday’s tragedy in Smolensk. The deaths of the President of Republic of Poland Lech Kaczynski and scores of other representatives from the highest institutions of the Polish State have left us with an indescribable sense of grief. We extend our deepest sympathies to the families of the victims of this terrible tragedy and we hold all the citizens of our country, both at home and abroad, close to our hearts during this difficult time. The memory of those who died while serving their country will stay with us forever. May they rest in peace.

Following the tragic plane crash this morning in Western Russia, in which the President of Poland Lech Kaczy?ski together with his wife and scores of other senior Polish figures were killed, there will be a solemn requiem mass held at the Polish Chaplaincy in Dublin, St. Audeon’s Church, 14 High Street, Dublin 8 at 12.30pm tomorrow, Sunday, 11th April.

The mass will be attended by the President of Ireland Mary McAleese, the Ambassador of the Republic of Poland to Ireland Dr. Tadeusz Szumowski, representatives of Polish and Irish organisations, and members of both communities.

Is integration in the Goverment’s agenda?

Responding to the pamphlet entitled “Hidden Messages/Overt Agendas” written by Niall Crowley and published by the Migrant Rights Centre the Minister for Integration, Mr. John Curran T.D., said: “Normally I welcome contributions to the debate as I believe it is only by discussion and debate that we can, as a society, deal with the challenges posed to Irish and non Irish alike. Unfortunately, for reasons I will make clear I cannot afford a welcome to this contribution as I believe there are such omissions as to render the pamphlet seriously flawed.

What are the omissions?

First of all, in the context of this Office no reference is made to the grants given to national groups in various fields to support integration – in sporting and cultural fields, as well as grants made available to local authorities to support integration in their own areas.

The pamphlet quotes, correctly, the McCarthy report as recommending that the Office of the Minister for Integration should be abolished and that language support teachers in schools should be reduced from 2200 to 500. The Government did not abolish this Office and the reduction in language support teachers was to about 1500 at a cost, incidentally, of about 100 million euro. The pamphlet does not record this fact.

In dealing with the Live Register the author claims that, in previous recessions, the numbers on the register were in some way hostile to women and older people and, as a consequence, apparently “massaged” so as to show a lower total. While it is not germane to the current pamphlet it is difficult to see how paying pensions instead of unemployment benefits would have been of financial benefit to the Governments of those years.

In this recession the author claims that the Government is encouraging migrants to return home as a means of reducing the numbers on the live register. In support of this the author quotes an official of the Department of Finance as saying that the overall projection for unemployment had been reduced from 15.5% to 13.75%, predicated on significant numbers of non national workers returning to their home countries and quoting an ESRI projection that 40,000 non Irish nationals would leave in 2010. Mr. Crowley then says “Unemployment, it would appear is now to managed by encouraging migrant workers to leave Ireland” This conclusion is simply not sustainable.

In dealing with racism the author states that in 2007 there were 224 racist crimes reported in Ireland, an increase of 29.5% on the previous year. The figures for 2006 – 173; 2007 – 214; 2008 172; 2009 – 126: Use of incomplete figures can be misleading. There is no place for racism but a full picture, good or bad, should be given.

The author makes much of the fact that there were only 77 labour inspectors in August, 2009 despite the target having been set by the Government at 90 two years earlier. The reality of the recession on public sector recruitment might have been
worthy of mention alongside the fact that at the time the commitment was made there were 31 such inspectors.
Instead Mr Crowley states “This communicated another clear but unstated political message that racism and exploitation are not as big a problem anymore”. It does no such thing.

On the Equality Authority it is true that Mr. Crowley resigned because he believed that the proposed budget for the Authority for 2009 would not be adequate. So did some members of the board of the Authority. The fact is that a new CEO is in place and the work of the Authority continues.

In similar vein Mr Crowley refers to other bodies where funding was reduced or eliminated. We are in a recession and the ability of the Government to continue to fund activities as generously as in the past is limited.

In dealing with the National Employment Rights Authority Mr. Crowley deplores the fact that inspectors of the Authority were given powers to check for the existence of work permits were required and states “the use….unhelpfully transformed an agency that was established to protect employee rights into a source of fear and anxiety for some migrant workers”.

It is surely the case that a worker without a work permit is vulnerable to exploitation, that an employer who employs such a worker is at a competitive advantage vis a vis an employer who pays the appropriate fee and that a separate agency should not be required to check for work permits.

Mr. Crowley in his concluding remarks cites a UNDP report published in June 2009, which suggested ways of opening up migration paths. The controls which have been put in place are regarded by the Government as sensible.

Concluding the Minister said that while issue could be taken with the use of statistics (for example in regard to the number of complaints made to the Equality Tribunal regard should be had to the outcome rather than the fact of an application) and other aspects of the pamphlet he believed that the facts set out by him supported his view that the pamphlet is seriously flawed and he was left pondering it’s title “Hidden Messages/Overt Agendas”

The International 16 Days of Action Opposing Violence against Women

The International 16 Days of Action Opposing Violence against Women 25th November to 10th December 2009

THE WOMEN’S AID 16 Days Campaign Theme for 2009 is ‘Breaking the Silence around Domestic Violence’. Our campaign logo reflects the reality of ‘home’ for the 1 in 5 women in Ireland who experience physical, emotional, sexual and financial abuse in intimate relationships.

Women’s Aid will focus on the reality of the abuse many women experience behind closed doors, when the world isn’t looking. We will, through a series of campaign actions, encourage everyone to take part in the campaign and to make women’s voices heard.

The 16 Days Campaign provides us all with the opportunity to break the silence around domestic violence. We hope you can join with us. By organising events in our local communities that highlight the issue of domestic violence and promote the services available for women, we make the issue visible, we give hope to women who are suffering and we hold perpetrators of abuse to account.
Our series of actions include:

The 16 Days of Action Newsletter: Women’s Aid has produced and distributed 2000 newsletters since late September to promote the campaign and to encourage groups and individuals to take part. The newsletter has been sent to all CDPs, FRCs and all violence against women support services, as well as to other campaigning organisations, politicians, the media, trade unions, libraries and student organizations.

The 16 Days Online: This year, the 16 Days Campaign Blog (www.womensaid.ie/16dayscampaign) is even bigger and better. Live since 5th October, check out the site regularly for up to date information on events taking place nationwide, national and international statistics, downloadable campaign tools and media resources. The blog will feature accounts from campaign organisers throughout the country as well as messages of support from well known people from the world of politics, non-governmental organisations, the media and others.

If you are planning an event, no matter how big or small, send the details to16days@womensaid.ie and we will post it to the blog. If you’d like to send any personal accounts, media coverage or photographs we’ll make sure they are included.

Women’s Aid are organising a number of other campaign actions during the 16 Days and we will update the information on the blog closer to the time.
‘16 FACTS FOR 16 DAYS’ Email Campaign: Join the thousands of people who receive the daily ‘16 Facts for 16 Days’ email to get the latest national and international statistics on violence against women delivered to your inbox each day of the campaign. Women’s Aid Public Awareness Campaign: This year Women’s Aid will use the 16 Days Campaign to promote the Women’s Aid National Freephone Helpline and our one to one support and court accompaniment services. The campaign will also raise public awareness of the prevalence and nature of domestic violence in Ireland. This will include a concerted media campaign, online advertising and a national postcard campaign which will profile the 16 Days Campaign and raise awareness of domestic violence throughout communities in Ireland. Shortly before the 16 Days Campaign starts, Women’s Aid will send packs of 20 postcards to groups and individuals nationwide. We hope that these postcards will be distributed widely within local communities.

Proposal of DCC: Lets Walk & Talk- A Step towards Integration

Lets Walk & Talk is  a community  initiative of Dublin City Council Community Development Team

The programme involves 7 organised walks in the city  on a weekly basis led by a team of walk leaders who are all volunteers from the community.

In addition  a series of themed walks are also organised around particular aspects of the city and often linked to events such as talks, film  and theatre.

In 2009 over  15,000 people took part.

The programme promotes:

-Health and  well being

-Social Inclusion and friendship

-Awareness , knowledge and appreciation of the city.

The Office for Integration would like to further promote the programme among the immigrant community of the city and use it as a mechanism to promote and strengthen integration as a mainstream activity.

I would like to convene a meeting of interested  representatives of the immigrant community to consider how best such a model would be developed in co-operation with the programme co-ordinator Ronan O’Donnell.

International Women’s Day

Various organisations based in Dublin 1 are organising International Women’s Day. Women and girls everywhere are invited to participate in this event. Poland, 1981: Behind the Iron Curtain, Janek (Kosciukiewicz), the teenage son of a navy captain, forms ATIL (All That I Love), a punk-rock band whose songs express a frustration with socialism and a desire for freedom, echoing the sentiments of the risin Solidarity movement. At the same time, Janek finds love with Basia (Frycz), a young woman whose father is part of the movement and disapproves of Janek’s military family. When growing social turmoil leads to martial law, Janek’s relationships and ATIL’s music cause serious consequences for his family members, lovers, and friends.

Jacek Borcuch refreshes the coming-of-age film and its familiar tropes — teenage rebellion, first love, and sexual exploration — by setting it within a sobering socio- historical context. His camera captures a conflicting sense of potential change and stifling paranoia, with freedom just out of sight for his protagonists. All That I Love is a bracing, potent reminder that the personal can’t be easily separated from the political.

This adaptation of the controversial literary debut by the then 18-year-old Polish writer Dorota Maslowska tells the story of a tough nationalist, homophobe, racist and anti-semite called Silny (Szyc). His girlfriend Magda leaves him and he gets together with the satanist virgin Angela. Together, they hang out in the nihilistic environment of drug-dependent urban wretches, whom Silny regards with a wry commentary fed on black humour and paranoia.
Snow White and Russian Red is a poetic, direct and disturbing portrayal of love, hopelessness and political burnout in contemporary Central and Eastern Europe. It’s just as frenzied and insane (in the positive sense) as the novel and even incorporates author Mas?owska into the plot – playing herself. This praiseworthy attempt to adapt a challenging literary model for the screen unquestionably preserves the clarity and spirit of Mas?owska’s original work.

A exhibition by Andrzej Mazur

Emerging Artist Andrzej Mazur exhibits extensively in Dublin and internationally. He holds a BA and MA in Fine Art from the University of Maria Curie Sklodowska in Lublin, Poland. He is a member of the Graphic Studio.

The human being and all the complexities of human relationships inform Andrzej’s work. The works presented in SHYNESS SILENCE are like puzzles. Andrzej’s says that a common feature of his works is mystery both for the viewers who try to decode meanings of the whole picture or any of it and for him. His work visually explores communication and conceptual relations between cognitive processes, languages and cultures. While drawing inspiration from the works of the masters, Albrecht Durer and Hendrick Goltzius, Andrzej has managed to create intriguing and stimulating images of curious virtual worlds.

Katyn is big cinema-sweeping, epic and, truth be told, a lot like other WWII fi lms. That’s not to sound glib. A real-life tragedy is being excavated here: the 1940 execution of thousands of Polish professors and officers by Stalin-directed secret police in the woods outside Smolensk, Russia. (It took 50 years for Mikhail Gorbachev to even admit to his country’s role in the massacre.)

For the director, Andrzej Wajda, the 82-year-old master who honed his country’s cinema to its sharpest edge in the 1950s with movies like Ashesand Diamonds, this is a victory lap for him- Joshua Rothkopf / Time Out

Immigrant Council of Ireland is conducting a focus group

Immigrant Council of Ireland is conducting a focus group . The objective of the Focus Group is discuss employment barriers of young immigrants in Ireland and thus to later help develop training programmes to improve their employment level in the labor market.

Here is some more information about the focus group.

It will take place on the morning of February 5th – Friday at ICI. It should last about 2 – 2.5 hours.

Depending on the preferences of the participants it may take in the morning, early afternoon or early evening?

We are looking for 10 young immigrants (18-30 years old), a mixture of males and females. We currently have 5 confirmed participants.

If possible the group should be the closest to:

o        2 persons with high education level on semiskilled occupation

o        2 persons with high education level on no skilled occupation

o        2 persons with high education level with no occupation

o        1 person with ongoing education level on no skilled occupation

o        1 person with ongoing education level with no occupation

o        1 person with low education level on semiskilled occupation

Community Health Worker (Community Employment Scheme)

Cairde is a community development organisation working to tackle health inequality among ethnic minority communities by improving ethnic minority access to health services, and participation in health planning and delivery. 

Cairde is currently seeking to recruit 2 Community Health Workers (Community Employment Scheme) 

The key task of the Community Health Worker is to support the work of the Health Information and Advocacy Centre through community development.

 Applicants should have some experience (in paid or unpaid capacity) and/or interest in community development and some understanding of issues affecting ethnic minority communities in Ireland. The successful applicant will be encouraged to undertake training relevant to the role.

Applicants must have fluency in written and spoken English, and fluency in one of the other languages, preferably Arabic, Mandarin, Romanian or Polish.

This position is based on community employment scheme: part-time, 19.5 hours per week, and anyone who wishes to apply should meet the community employment criteria outlined by FÁS.

Tell Me More Campus – on-line language learning course


The Tell Me More on-line language course is available free of charge in the Open Learning Centre, Central Library ILAC Centre. This amazing course offers the student the opportunity to study 8 European languages through 15 Interface languages. One of the interface languages is Polish.

The course offers the student a complete learning path from beginners level to advanced / business. Each time that the student logs on they will be offered a menu of 37 activities to study. The voice recognition part of the course is especially useful as it measures the student’s pronunciation against that of native speakers. Students can download lessons in hard copy to study at their leisure. Study hours are logged, and a Certificate of Attendance issued to students of the Open Learning Centre after 50 hours of study. This is useful for FAS. Students can take tests each month, generated by the system. A TOEIC test is generated free of charge after 40 hours of study on Tell Me More Campus.

To use this system simply go to the Learning Centre, fill in a form, and apply for a Library Card. If you cannot go to the Centre because of work commitments, you can use the system at home, using the Internet. Demand for the course is high, and access will be given on a first come first served basis. Contact us as soon as possible as we particularly want to help the Polish Community during these difficult times.

Training: Integration Guide for Immigrant Youth and Parents

Training on the Integration Guide for Immigrant Youth and Parents

Date/Time: 17th of December 2009 from 10am to 12:30pm (followed by a light lunch)

Venue: Ozanam House, 53 Mountjoy Square West, Dublin 1, (map and directions below)

Integrating Ireland has developed an Integration Guide for secondary school aged immigrant youth, their parents (from outside the EU) and those who work with them. This guide consists of different sections and includes information and links to resources on education, language, youth work, community and family life as well as discrimination and racism in Ireland.

You are invited to attend this training event on the contents and use of the guide.

This invitation extends to all Integrating Ireland member groups and other organisations that work with or will be working with immigrant groups, particularly young people and parents (e.g. youth organisations).

The aim of this training is to introduce practitioners to the Youth Integration Induction Guide and prepare them to use it effectively.  Sessions will be interactive, depending on each group’s interests and will follow this general agenda:

  1. Background, advantages and objectives of Guide
  2. Overview of Guide
  3. How to use resources which help facilitate integration
  4. How to enable young people/ parents to use the Guide

This training is free of charge. Travel expenses will be reimbursed (public transport only unless justified in cases where not possible) on the production of original receipt. Childcare expenses can be covered if an official childminding service (i.e.crèche) is used and receipt is produced. Please contact me in advance if you need childcare expenses reimbursed.

Former Solidarity leader to take part in a seminar in Dublin

Zbigniew Bujak, together with Lech Walesa, was one of the most resilient Polish opposition leaders in the fight against Communism and will take part in a seminar about the political changes in Poland in 1989.
In order to commemorate the 20th anniversary of the 1989 political & social shift in Poland, the Polish Embassy in Dublin will launch the seminar ‘Road to Independence – Polish case study’, which will take place on Wednesday, Nov 11 in the EU House (18 Dawson St., Dublin 2 ). Zbigniew Bujak is going to be a Guest of Honour of the event.

Zbigniew Bujak, an electrician in Ursus, one of the biggest tractor factories in Poland in late 1970s, became chairman of the Warsaw Region branch of Solidarity in September 1980.
He was one the few Solidarity leaders who escaped arrest in 1981 after martial law was declared in Poland in an attempt to break Solidarity. He became one of the leaders of Solidarity’s underground movement and was finally arrested in 1984 after evading the secret police (S?u?ba Bezpiecze?stwa) for nearly three and a half years, becoming the last one of Solidarity’s leader to be captured. Soon afterwards he was released in a general amnesty, and participated in Polish Round Table Talks with the government in 1989. He was elected to the Sejm (Polish parliament) in Polish legislative elections in 1989. In the 1990s he joined left-wing political parties, won a seat to the Sejm at the 1993 legislative elections and served as an M.P until 1997.
Dr Tadeusz Szumowski, the Ambassador of Poland in Dublin and the initiator of the seminar – “1989 constitutes a stepping stone in the contemporary history of not only Poland but also the whole European continent. Zbigniew Bujak is, right beside Lech Walesa, one of the engines of the political transition in Poland”.

Dr Jacqueline Hayden, a TCD lecturer and a former RTE journalist, who witnessed the political changes in Poland and interviewed many leaders of the Communist party and of the opposition will also take part in the seminar. She is the author of two books on the Polish transition – ‘Poles Apart; Solidarity and the New Poland’ (published by Irish Academic Press -an analysis of the role of Solidarity in the transition) and ‘The Collapse of Communist Power in Poland: Strategic Misperceptions and Unanticipated Outcomes’ (published by Routledge).

Meeting of Steering Group of Garda North City Division New Communities Forum

The next meeting of the Steering Group will be at Store Street Garda Station at 2.00pm on Wednesday 28th October.  The agenda will be as follows:

1. Feedback from discussion on 12th October meting

2. Agenda for Community Policing Forum seminar at Bettystown on 6th and 7th November

3. Formalising of Steering Group membership and formal roles for individuals

It was agreed that the medium to longer term objective of the Steering Group is to ensure that local residents from minority ethnic backgrounds feel confident to engage with their Irish neighbours in the local Community Policing Fora in their own locality. Kinopolis – the 4th Annual Polish Film Festival

kinopolisThis year Kinopolis- the 4th Annual Polish Film Festival, will take place on Oct 22 – 26 in the Cineworld Cinema (Parnell St., D1).

You will have a chance to see 13 outstanding Polish films, many of them being the most recent achievements in Polish cinematography.

The festival will open with the screening of Little Moscow, the winner of Golden Lions at the 2008 Polish Film Festival in Gdynia (Poland).

The audience will also have a chance to meet a world-renowned film director Agnieszka Holland and an outstanding young actor Maciej Stuhr.

The festival will conclude with the Cinema of Historic Transition, a film retrospective commemorating  the 20th anniversary of the defeat of communism and the re-birth of democracy in Poland, each screening preceded by a short history introduction.

Kinopolis- Polish Film Festival is organised by the Polish Film Institute, the Pomeranian Film Foundation and the Embassy of Poland in Dublin in cooperation with the Cineworld Cinema.

Setting up an organisation

The first module of the programme will be held this Saturday October 3rd and will be followed by the next two days to be held onFriday October 16th and Saturday October 17th.  These sessions will run from 11am – 4.30 pm in the Lantern Centre, 17 Synge Street Dublin 8.  Please let me know in advance if you are not able to attend on one of these days – so I can organize my numbers re copying and catering.

The Lantern Centre is located in a basement entrance, on 17 Synge Street, just on the block beside the Church and the Christian Brothers School on Synge Street, which is just down from South Circular Road and one block over from Camden Street. If you are taking the bus from town you can take any bus that travels up Camden Street to the South Circular Road and get off at “Kellys Corner Stop” which is at the corner of Synge Street (buses 16, 19, 83, 122 etc – check on www.dublinbus.ie for information on routes).  You can ring the centre for directions or details re parking on 01 405 3868.  Attached is a map to assist you.

These three dates will include an exploration of

· Understanding Group Formation – theory and practice from a Community Development perspective

· Approaches to encouraging participation and equality in group development

· How to define the vision, mission, aims & objectives for your organisation

· Practical steps in getting your organisation started and established including tips on writing a constitution, Memo and Articles, information on register as a company, etc.

· Understanding roles &responsibilities in groups, boards, etc.

· Information on governance, boards and organisational structures

· Information on developing project planning and undertaking strategic planning processes.

The final two dates of the program will be later in the year, will focus on fundraising and financial management as well as an introduction to key organisations and supports in your region. The dates and suggestions for content on these modules will be set with participants following the third day.

We will offer you a lunch on the day as well as tea/coffee breaks to network together.

An important element of the program is peer learning and networking and we hope that during the course you will share learning from your organisations efforts and bring along any materials you may have developed on your work.  We also ask that each applicant work to transfer on the learning from the program to their whole organisation and work to apply their learning to the organisational development efforts.

Pawel Huelle - a novelist and author of a volume of verse, born in Gdansk in 1957, Huelle is a graduate in Polish of the Gdansk University, and has also worked in that city as an employee of the “Solidarity” press office. University lecturer, journalist, director of the Gdansk Polish Television Centre and, most recently, as a columnist for “Gazeta Wyborcza”, Huelle has found enormous success as a writer and been honoured with many prestigious awards.

His books were shortlisted to The Independent Foreign Fiction Prize twice: in 2006  (Mercedes Benz) and 2008 (Castorp). Castorp was also shortlisted to the IMPAC Dublin Literary Award in 2008.

His books, and especially his first novel Weiser Davidek (1987, English title Who Was David Weiser?, Bloomsbury 1991)? classed by critics as “the book of the decade,” “a masterpiece” and “a literary triumph” ? have been widely translated. This was followed by Stories for a time of relocation, First love and other stories and The Last Supper. Huelle’s stories are set in various, scrupulously reconstructed places and historical periods ? although they remain associated for the most part with the author’s home town of Gdansk and its environs. They represent a record of the author’s own adolescence and his search for a mythical genealogy and spiritual roots.

Antonia Lloyd-Jones a leading translator of contemporary Polish prose into English. Among her many translations are Pawe? Huelle’s Mercedes Benz, Castorp, Last Supper, Who was David Weiser?, as well as House of Day, House of Night by Olga Tokarczuk and The Birch Grove and Other Stories by Jaros?aw Iwaszkiewicz.

She received Found in Translation Award 2009 for her translation of Pawel Huelle’s Last Supper.

Weiser – a film based on a novel “Weiser Davidek” by Pawe? Huelle

It is a film about mystery of life and the world and an attempt to reach the truth. The quotidian reality mingles with the mystique, memory, not always keeping with the truth.

Polish film director Wojciech Marczewski, inspired by Dawid Weiser’s mysterious story written by Pawe? Huelle, created a film in which children’s adventure from the distant past affects the adulthood of heroes. In the summer of 1967 Pawe?, Piotr, Szymon and Elka, 12-year-old leads, meet a fascinating Jewish boy – Dawid Weiser, who discloses to them a world of magic and mysticism. Unfortunately, innocent children’s plays lead to a dramatic end. Thirty years after the tragic and still unexplained event, the male lead, Pawe? Heller tries to answer persistent question: Who was Weiser really?

The film gives a chance to admire brilliant performances by Polish most distinguished actors: Marek Kondrat, Krystyna Janda, Zbigniew Zamachowski, as well as the music composed by Zbigniew Preisner.

Local Elections 2009 – follow up

kandydacigathering of immigrant and ethnic minority candidates who ran in the June 2009 local elections will be held on this Saturday 26th September 2009.

The purpose of this meeting is to provide candidates with an opportunity to reflect together on their experiences, share learning’s from election campaigns and identify areas of assistance which would have benefited candidates had they been available before and during  campaign work.

We believe that each candidate, regardless of the outcome in the election, made important achievements in their campaigning efforts and that what you have learned in this experience needs to be shared  to enable responses to future needs of all immigrant and ethnic minorities candidates who decide to go forward in other elections.

The organising group includes:  Hope Alive with Yinka Dixon, Integrating Ireland, Akidwa, Forum Polonia, Refugee Information Services

· Professor Bryan Fanning – University College Dublin – School of Applied Social Science – Feedback on 2009 Research on Immigrants in Irish Politics.

  • Fidele Mutwarasibo – Immigrant Council of Ireland and UCD (School of Sociology).  Fidele is writing a PhD thesis on Ethno-political Entrepreneurs’ Social Practices and has been researching Migrant Activists involved in Conventional Politics and Infra-Politics – including election candidates.

FOMACS Project – Colin Murphy –Editor of Migration Matters – Fomacs will set up an area during the breaks and after the event for candidates who wish to participate in to recording their experiences of running for election. · Learning Roundtable Discussion – Candidates identify in small groups areas where they feel information, support, training or change is needed to support or enable immigrant and ethnic minority candidates to stand and run election campaigns.

· They consider and make recommendations on what could be done and by who (i.e.NGOs, Councils, Political Parties, Candidates, etc to address barriers for candidates, campaigns and political achievement)

Polish and Irish artists will run one- and two-day workshops on various creative topics including theatre, improvised music, DJ – mixing music and visual arts.

If you would like to gain some new skills, refresh and develop your creativity, meet new people sharing similar interests, and to spend a day or more in a creative and international environment, do not miss this event!

The workshop series will close up with an experimental performance based on the play “A Couple of Poor, Polish-Speaking Romanians” by Dorota Mas?owska. “Experimental” means in this context that the performance will only be prepared during the two-day theatre workshop and 4 days rehearsals. It sounds and it is risky, but NO RISK NO ART!!!

Polish Greats series – Dermot Bolger on K. Kieslowski

Polish greatsThe Ireland – Poland Cultural Foundation and the Polish Embassy In Dublin invites you to take part in a series of public meetings Polish Greats (Irish artists on Polish inspirations). 

During the first meeting an outstanding Irish writer Dermot Bolger will give a talk about  Poland’s best known film director Krzysztof Kieslowski.   

Krzysztof Kie?lowski is Poland’s best-known film director of the last twenty years. Born in Warsaw in 1941, he studied at the famous Film School in Lodz, launching his career with a series of short documentaries whose depiction of everyday Polish life brought him into conflict with the authorities. His feature work attracted further controversy with several of his films being banned or shelved for long periods of time. Amator / Camera Buff (1979) won the grand prize at the Moscow Film Festival and Przypadek / Blind Chance(1981) was banned domestically for six years. Kie?lowski’s features developed the themes first articulated in his shorts, focussing on the ethical choices faced by the individual rather than a community. Dekalog / The Decalogue (1988), a series of 10 short films set in a Warsaw apartment block, each nominally based on one of the Ten Commandments, is now one of the most critically acclaimed film cycles of all time. Krótki film o mi?o?ci / A Short Film About Love was the feature-length version one of these episodes. The success this series brought allowed Kie?lowski to complete his final four films as Polish-French co-productions. These final works, his most commercially successful, continued to focus on moral and metaphysical issues, with Podwójne ?ycie Weroniki / The Double Life of Veronica and his Three Colours trilogy (Trzy kolory) bringing international acclaim and the latter garnering a host of prestigious international awards, including the Golden Lion for Best Film and Silver Lion for Best Director at the Venice Film Festival, the Silver Bear for Best Director at the Berlin Film Festival and three Academy Award nominations. The Trilogy is widely regarded as a major achievement in modern cinema and more than a decade after his death Kie?lowski still remains one of Europe’s most influential filmmakers. 

Dermot Bolger was born in Dublin in 1959. One of Ireland’s most distinguished and versatile authors, he has published novels, plays and poetry. His nine novels include The Woman’s Daughter, The Journey Home, Father’s Music, The Valparaiso Voyage and The Family on Paradise Pier. His début play, The Lament for Arthur Cleary, received the Samuel Beckett Award and the first of his Ballymun Trilogy, From these Green Heights, won the Irish Times/ESB Award for Best New Irish Play of 2004. Author of many volumes of poetry, including the recent External Affairs and Night and Day, he has been Playwright in Association with the Abbey Theatre and Writing Fellow at Trinity College Dublin. He devised the best-selling collaborative novels Finbar’s Hotel and Ladies’ Night at Finbar’s Hotel and has edited many anthologies including The Picador Book of Contemporary Irish Fiction.

Communities Against Cuts

The range of funding cuts imposed by the Government over the past year is tearing the heart out of our local communities. The McCarthy Group report  (“Board Snip”) proposals will eliminate over 6,500 jobs in the community sector at a local level. The removal of essential local services and development activities will severely damage the most disadvantaged communities across Ireland. 

It is time to act to prevent further damage! 

The Community Sector & Trade Union joint campaign is being organised by SIPTU, IMPACT and the Community Sector Employers Forum. 

We are calling on all community activists, community workers, volunteers and service users to mobilise and participate on Wednesday September 30th. We are also calling for solifaruty from all public and private sector workers. 

Fight now to protect our Communities, preserve our jobs and local services.

Stargaze Creative September Event

stargazePolish artists invite all to collaborate and have fun.

On Sunday 27th September, 2009,D-light Studios will host Stargaze: a day of art, performance, music, food, creative workshops and relaxation treatments. As the summer festivals draw to a close, D-light Studios will celebrate both the arts and popular culture with this day long indoor chill out event.

Contemporary artist Aine Macken, will curate a collection of 30 of Dublin’s most innovative emerging artistic talents showcasing sculpture, photography, painting and installation.

Live music and DJ’s will set a relaxed, mellow atmosphere including jazz and acoustic sets from some of the city’s finest bands and music makers. The evening will culminate in a series of cultural performances from salsa dancing, burlesque to exotic. Street performers will entertain throughout the day.

 A secluded screening room will also showcase up and coming works by full-length and short film makers, while also featuring music videos and visual music projections.

The holistic zone will include Yoga demonstrations, Reiki and Indian head massage. Meanwhile, the craft area will include interactive experiences such as salsa dancing, live art, origami, knitting circles, creative writing and graffiti demonstrations.

For a fun day out complete with music, art, relaxation, food and more, come and Stargaze with us from 10am to 10pm at D-light Studios Dublin 1, for just €10 entry! Complimentary snacks and refreshments will also be provided on the day.

culture as well as one of Europe’s major poets. The concert is based on several of his poems translated into English by Anita Debska Jones.

Rita Schaeper set the poems to music and sings them.

Rita’s songs and Ida Baj’s visual narration will lead you into the world of Mickiewicz, giving you a glimpse into his life and times and a taste of his timeless poetry.

Local Election Candidates

A gathering of ethnic minority and immigrant candidates who ran in the local elections June 2009 is going to be held on Saturday 26th September 2009 from 11-4pm in Dublin.

The purpose of this meeting is to bring together these candidates to reflect and share with one another on their experiences. Following the event these reflections could be documented as part of a needs analysis which could assist future candidates, organizations and parties to inform future work in the area of supporting potential immigrant and ethnic minority candidates in the coming years.   We feel that its important that all you learned in your efforts to put yourselves forward is shared and captured for candidates who go forward in future elections.

In July, Yinka Dixon a candidate in the elections, brought together many of the African candidates from the election to celebrate their efforts in an event entitled Hope Alive.

Following this event and talking with migrant candidates and other immigrant organizations after the election, it was felt it would be important for all immigrant candidates to have a space where they could talk freely with peers about their experiences and reflect on what went well in their campaigns and what barriers they faced in running for election.

As a result a number of organizations have agreed to facilitate such a meeting for the candidates, the meeting has no agenda regarding future work but aims first to simply create a space where candidates can discuss and record their experiences and is open to all candidates. We would hope that the discussions on this day would provide information for on what would be helpful in future efforts to support political leadership and future candidates from immigrant and ethnic minority communities, including for example suggestions on what information may have been helpful in advance of the election to assist you with your candidacy, what types of training which may have supported candidates in their election campaigns as well as an exploration in relation to barriers and opportunities for immigrant candidates. This information could then be available to any organizations who want to support efforts in the future.

Jerzy Buzek meets young people from Europe

The new President of the European Parliament, Jerzy Buzek MEP (former Prime Minister of Poland), will visit Ireland next Tuesday (8 September). He has been invited by the Institute of International and European Affairs (IIEA) to address its members at 1pm, but will also answer questions from young people in a town hall-style meeting earlier that day and will participate in an event hosted by the European Special Olympics Committee later that afternoon. The President said that he welcomed the opportunity to visit Ireland ‘at this crucial time for Ireland and for the EU. I look forward to exchanging views with Irish people as well as meeting some of the Polish community in Ireland.’

Trinity College Dublin invites you to participate in a speech learning study investigating how Polish children, teenagers and adults perceive and produce English given they are staying in Dublin. Community Work in a Changing Ireland – Certificate in Community Work for Migrants

certifikatMigrant Rights Centre Ireland is coordinating a certificate in community work with the National University of Ireland Maynooth aimed at migrants. Community Work in a Changing Ireland a certificate awarded at level 8 (special purpose) on the National Qualifications of Ireland framework.

The course is for migrant workers interested and/or active in justice and rights for migrant workers and their families.

It is also open to people from an immigrant background who are currently employed in community work roles in for example Area Based Partnerships, Community Development Projects or other local groups.

The course will be organised over a short intensive time period from September end to January 2010 and will be organised mainly in Dublin (and will include sessions in NUI Maynooth).

The course will provide a solid basis for participants to develop a progression pathway on to professional training opportunities in area of youth and community work. Criteria does apply for application, to find out more and apply by Friday 21st of August.

In light of the increased number of racist attacks directed at ethnic minorities living in Northern Ireland, the Polish Association and Forum Polonia in the Republicurgently calls on the Office of the First Minister and Deputy First Minister for undertaking appropriate measures to prevent the attacks from happening and to rebuilt the atmosphere of safety among the threatened people. Poles, Lithuanians, Roma people, Indians and others have recently been feeling insecure and under threat – their premises are being attacked, threatening letters are being sent to them. As members of the community they have full rights to live a normal life without fear and to pursue their ambitions. This is becoming more and more difficult.
Thus the Polish Association and Forum Polonia in the Republic of Ireland urges the Office of the First Minister and Deputy First Minister to investigate the attacks and to implement procedures that will enable members of threatened communities to feel safe.

It is located on Aungier Street (which runs from South Great Georges Street to Camden Street) The Carmelite Church and Whitefriar Centre is located just at York Street and below Bishop Street) If you are taking the bus from town you can ask to get off at the stop at the ‘The Staircase’ coffee house/Dublin Business school opposite the large grey Carmelite Church. Then cross the road, the centre is beside the Carmelite Church. Buses coming in from the South side stop right at the centre’s entrance ask to get off at the Carmelite Whitefriar Church. Parking is available for a cost behind the centre – however we are not able to refund the cost of parking.

Support for Polish women in Sligo, Leitrim and West Cavan

dvas-polish-translation1-pic Domestic Violence Advocacy Service (DVAS) are looking to make contact with groups supporting the Polish community in Sligo, Leitrim and West Cavan especially those groups working with women. DVAS have translated the service’s information leaflets into Polish. This is of one of the many steps by the service to reach out to all women in the counties covered by DVAS.

 

The aim of the information leaflet is to to address some of the barriers identified by Polish women when seeking protection from state services or support from voluntary services around domestic violence.

DVAS wants to support Polish women experiencing Domestic Violence in identifying abusive behaviours that are not just physical but also verbal , mental and financial abuse as well as isolation and intimidation. The leaflet outlines mechanisms used by services that can support women in maximizing their safety but also examines some of the myths around domestic violence .

An example of this is that alcohol is the cause of domestic violence, where the facts are that alcohol can contribute or escalate the level of abuse it is not the cause. The leaflet also goes on to reassure women that free and confidential services are available in the community.

 

Domestic Violence Advocacy Service (DVAS) are a non-governmental organization based in Sligo that provide free and confidential services to women experiencing domestic violence in Sligo, Leitrim and West Cavan.

 

The core nature of the services work is to support women living with domestic abuse and to enable women to make informed choices about their future . The service also provides information and support that allows women to maximize their safety and the safety of their children .

DVAS offer one to one support sessions, information on rights and entitlements , advocacy services and a helpline that offers information and support for women and also for people or a family member who are concerned about a woman .
